In recent years, South Korea witnesses the emergence of the unprecedentedly rapid low birth rate and the advanced aging society in the world. These things lead the number of the population of the aged to gradually rise. In 2050, it is expected that the total population of the aged would account for the highest rate of 38.2%. Today, the employment rate of people in their late 20s and early their 30s who have their babies falls sharply, since they have hard times doing their double works to work out of their home and take care of their babes in home. The South Korean society keeps advising those people to have their babies in an effort to address the low birth rate, even under the serious situation, ‘career severance’ emerges, which a number of women want to find out their works who have never worked out home or have suspended working. The low birth rate and ‘career severance’, say, women who wanted to find out work are detrimental for solving the problems. As the new work type, namely ‘Smartwork’ appears and such smartwork contributes to improving work environments and creating flexible work hours, most women would maintain their work career and have better childbirth and childcare. In this regard, this research thesis is to establish the introduction of smartwork , as part of a bid to help women do out of their home and satisfy their marriage life (childbirth and childcare).
As an illustration, most advanced nations and corporations develop works appropriate for the middle and advanced aged job wishers, taking into consideration for their roles and work types. And, they make a wide variety of flexible work conditions and types in order to offer the opportunity of economic activities to the alienated work groups, such as competent women laborers, employers or the physically and mentally-crippled, who work from home or commute to work but have difficulties working due to their childbirth and childcare. At this point when smartwork is required, to a greater extent, the introduction of smartwork would be expected to address social problems, such as the low birth rate and advanced aging society, and enhance work efficiency based on the flexible work system. Furthermore, this introduction would find out the solution to the problem on ‘career severance’ that women suffer from and becomes the main focus of this research.
But it needs to build smartwork-based foundation facilities in order to make the successful introduction of smartwork. This requires much cost. Thus, introducing these facilities is the most challenging task for corporation in pursuit of economic profits. Apart from cost, the problems, surrounding the accurate measurement on work performance and diligence, and the poor understandings on smartwork among workers are feared. Such as this, there is a great deal of potential risk factor detrimental for introducing smartwork. Besides, few cases or examples on smartwork are found. Also, the suddenly changing work types would bring about the great chaos in corporate organizations. Thus, it would become the more stable and better way to adopt the flexible commuting or working hour system, rather than establish smartwork, all of sudden, in order to alleviate shocks or confusions from abruptly changing environments, and, introduce smartwork without a hitch.
