This study searches for applying farmland pension system as to estimating cost of living of rural elderly households.
Korea society has made effort to prepare systematic necessary for their life including the program of guaranteeing income of the rural elderly so as to provide method for economic welfare policy by activating asset of farmland in order to solve issue of weak farm village alienated in diverse aspects.
As the elderly in farm village is physically weak with low international competitiveness in the price of agricultural products due to FTA under the economic welfare policy for the rural elderly than that of the elderly in the city. Thus, it is absolutely required to search new support program and economic welfare for elderly. Especially, the property of each elderly and the effect of household scale should be considered in estimating the minimum cost of living the rural elderly.
study searches the method to liquidify land asset so as to use it as cost of living and focuses on building/applying model to establish the farmland pension so as to economic welfare of the rural elderly that is excluded from the benefit of reverse mortgage enforced by government due to low house price and that is alienated from beneficiary of public pension, suffering difficulty in farming for elderly.

When the system of farmland pension was enforced, the minimum and proper cost of living were estimated in the division of using the system and not using it and the scale of farmland asset owned by the rural elderly was used to estimate cost of living by building extended model.
The materials were collected about the 309 households of the elderly in 60∼88 years old in farm village of Gyeongbuk. The cost of living measuring mode by own assessment was applied to the subjective cost of living on the basis of Leyden technique.
The difference in cost of living for the scale of household among groups was compared by using ANOVA. To verify whether cost of living for each type is different depending on social and economic property of household of the rural elderly in Leyden mode, regression analysis was applied for estimation by setting subjective cost of living converted by log function as dependent variables and setting the scale of household, disposable income of farmhouse and whether farmland pension is used as independent variables.
Regression analysis was performed in twice times for minimum as well as proper cost of living in each type of living cost to get regression coefficient for each type of living cost. Then, each cost of living was calculated on the basis of equation drawn by connecting the scale of household and disposable income of farmhouse to Excel program around the regression coefficient for each group grasped by regression analysis.
The main contents of analysis were summarized as follows.
First, checking the relation between the subjective minimum living cost and proper cost of living for each socio-economic variable of surveyed household, difference was observed in the minimum valued depending on the gender of male and female.
In the household of the rural elderly, male tends to set the average value of minimum living cost and proper living cost somewhat higher than female.
It was found that the household of the rural elderly with higher education tends to set higher subjective minimum and proper cost of living. In the case of schooling above junior college, the difference between minimum cost of living and proper living cost is quite large.
Measuring minimum cost of living and proper living cost by setting application of farmland pension system as variables, the household which answered that it applied for farmland pension system was found to calculate the minimum and proper cost of living less than otherwise household. While the difference was Won 150,000 in the case of minimum living cost, it was Won 250,000 in the case of proper living cost.
Measuring the minimum and proper cost of living with variables of scale of farmland asset, it was found that the minimum and proper cost of living were set somewhat high when the price of owned farmland is higher.
In the case of whether they applied for farmland pension system and the scale of farmland asset, somewhat opposite result was observed between the average value by simple analysis between groups and living cost calculated by equation grasped by regression analysis.
Second, estimating the subjective minimum and proper cost of living in the basic model constructed on the basis of household scale and disposable farmhouse income, it was found that the subjective minimum and proper cost of living increases when the number of family members and income are high.
Comparing relative influence on each variables, the farmhouse income was found to have somewhat high influence than the scale of household. Although the factors that decide proper cost of living is affected by the scale of household and farmhouse income, the influence of the latter is interpreted to be larger.
The fact that the subjective minimum and proper cost of living increase when the number of family members is high supports the assertion that the scale of household should be considered in estimating the cost of living.
Third, building expansion model through whether they applied for farmland pension system and the scale of farmland asset on the basis of basic model and estimating subjective minimum and proper cost of living of household of the rural elderly, the household of the rural elderly expressing the intent to apply for farmland pension system sets subjective minimum and proper cost of living slightly higher than household of the rural elderly without the intent to apply for the same. This implies that they expect stable proper monthly income in the elderly term with mortgage of farmland.
