주민복지 증진을 위한 '대안공동체' 건설에 관한 연구 : 인천 부평구를 중심으로

국문 초록 (Abstract)

지난 시간동안 서구는 물론 한국사회의 지배적인 정치철학이 되어온 자유민주주의는 자본주의와 이해관계가 부합하여 더욱 공고히 되고 있다. 그렇지만 자본주의 체제 하에서 ‘시장개인주의’는 공동의 목적과 가치, 이해를 낳기보다는 사회적, 정치적, 경제적 불평등을 심화시켜 공동체 내의 다양한 갈등을 유발하고 있다.
민주주의에 의하여 통제받지 않는 자본주의는 부와 기회가 특정 계층에 집중되는 양극화의 심화를 가져오고, 상대적으로 힘이 약한 구성원들에게 더욱 가혹하게 생존의 조건을 요구하는 모습을 보인다.
더구나 1998년 IMF사태 이후의 재정정책, 산업 구조조정, 실업 등의 일련의 엄혹한 조치, 그리고 2008년 이후 ‘4대강사업’이라는 대규모 토건사업과 성장론에 매몰되어 사회안전망은 그저 이상론일 뿐 정책의 중심에 서지 못하고 있다.
하지만 국가의 정책방향이 집권세력의 의지와 재정여건에 따라 확대와 축소를 반복하는 상황을 벗어나 최근에는 시민의 적극적 참여에 의한 복지의 개념이 주목받게 되었다.
현재 상황의 타개를 위해서는 근본적으로 신자유주의적 경쟁구조와 그로인한 양극화를 넘어서 공속감, 연대, 결속력 등을 확립시켜야 한다. 그런데 이러한 공속감, 연대, 결속력 등은 본질적으로 공동체에 내재하는 가치이다. 지역 공동체의 확립이 현실적인 대안을 이끌기 위해서는 지방정부의 의지와 구성원의 협력이 반드시 필요하다. 생활정치, 대안공동체, 로컬 거버넌스 등이 시대적 방안이다.
이 글에서는 신자유주의 경제체제하 양극화가 심화되는 가운데 정부의 사회복지체계의 현황과 문제점 및 91년 지방자치제 실시이래 지방자치단체에서의 사회복지의 현재를 검토하고, 주민복지 증진을 위한 여러 대안공동체 활동을 삶의 현장인 지역 특히 부평구를 중심으로 살펴보면서 국가로부터의 하향식 복지가 아닌 아래로부터의 적극적 참여와 연대에 의한 대안복지의 제시와 성공적 정착을 위한 과제를 고찰하고자 한다.

다국어 초록 (Multilingual Abstract)

For the last few decades, liberal democracy which is the main political issue not only in Korea but also in Western Countries, has become to be solidified combining with capitalism. However, under the Capitalism, market individualism causes lots of conflicts within community worsening social, political, and economical inequality so far from causing mutual understanding, values and purposes.

Capitalism which is not controlled by democracy leads to worsening polarization by concentrating the opportunities and wealth to a specific class. Relatively it requires harsh conditions to survive for the people who are in weak position.

Moreover, social safety net has not been strengthened because of a financial policy after the IMF crisis, industry restructuring, and a massive contracting industry called as 4 river restoration project.

However, recently the nation’s policy has become more focus on the welfare which is by citizen’s active participation. At the same time it is no longer fluctuated by the will of governing group and the condition of finance.

To overcome current situation, we have to build up social solidarity and cohesion far beyond from severe polarization caused by neo liberal competitive system.It is necessary to have local government’s will and cooperation between members to lead a realistic alternative to build a regional community. Appropriate plans include as living politics, alternative community and local governance.

In this paper, I would like to review current situations and issues of social welfare system under the condition of worsening polarization and neo liberal economic structure. Also, current social welfare system in local autonomous entity after launching the local government system in 1991 will be examined. Lastly, consideration for the alternative welfare system and tasks for successful settlement by active civil participation and solidarity would be suggested whilst looking around the alternative community activity to enhance the resident’s welfare, especially around Bupyung area.
