A Study for founding and information service plan of the public local Archives for embodiment of local identity

The archives being produced in a region are important in an aspect that shows history and identity of the region. There, what preserves, manages and utilizes these plays an important role in forming identity of the region.
The management of national records was absent due to severance of historical experience through colonial rule for last one century, absence of democratic records management due to crippling of national operation after the Liberation and a limitation of the contemporary cultural ability in our country. The movement on national records management started to rapidly move through legislation and revision of the Record Management Law in the historical process. And as the importance of regional records management was raised in a dimension of national records management, the issue of establishment of regional records management institutions gathered strength. The establishment of regional records management institutions in a wide area unit of local government was changed from a situation of choice to a situation of obligatory installation due to maintenance of laws and ordinances and thus it became an issue that cannot be delayed any more. There are some wide area units of local government showing movement such as promoting an establishment plan with advanced consciousness in records management, but at present, it is difficult to find a place that the movement is concretely executed because the it is concluded to an issue how much the budget of the country will be supported. Although the costs issue is of course a big problem, the aspect that the records management is simply recognized as a field of paperwork cannot help being pointed out as a big problem in establishment of the records management institutions.
It is difficult to form a consensus of administration officials as well as local citizens in a state that the recognition such as historical responsibility and cultural space in the regional society.
The regional records management institutions should be established as an independent institution and need to have a detached building in order to execute a role of a specialized management institution given according to the laws and ordinances. However, in case of establishment of a detached building, the site securing and building expenses cannot help becoming a burden when considering the financial scale of the region. The present thesis aims to suggest an establishment plan utilizing modern architectures of the region or an old building related to history of the region. If there is a building that can tell the regional history and the building can be utilized as a regional records management institution, a historical·cultural institution for only the region that can first of all show characteristics of the region could be established. The foreign countries are securing its symbolism by actively using cultural assets and old buildings having a historical meaning rather than leaving it alone or removing it. The records management of the region is also connected to a viewpoint of local democracy and gets to secure rights protection of local residents and transparency and efficacy of adminstration. Further, the records management prepares an epochal momentum for development of local culture and can open the real self-governing age.
The records management institution that can show emotion of the region should be first established for a true meaning of local culture.
