한국군사정보기관의 전망 및 발전방향에 관한 연구 : 미국과 일본 정보기관의 발전과정의 비교를 통해서 = A Study on the Prospect of ROK Military Intelligence Organizations upon the Transition of Wartime Operation Control Authority

Through the post cold war era, rapid development of high technology such as information-communication technology, and globalization, asymmetric․non-military threats were occurred. So due to the forming of new intelligence environment, each state has reformed her intelligence organizations through a series of countermeasure included extending of capability and mission of intelligence organizations, re-organizing and reformation to deal with new environment, to remove the national threats and to maximize their national interests, maintaining human being's universal values like peace, democracy, humanitarianism. Namely, recognizing the changing of intelligence environment and her limitations, they attempted to reform and to pursue their intelligence policy for diversification of intelligence activities such as integration of intelligence organizations and globalization of their activities, etc.
In case of ROK, we are facing not only the change of these external environment, but also one of internal in the transition of Wartime Operation Control Authority in 2012. So ROK carried out first reform of military organizations and system for more effective operation command and drawing up the road-map for transition of Wartime OPCON, and is preparing for execution of leading operation.
In this point of view, the most of important thing for ROK-military intelligence organization is to obtain its ？Intelligence Autonomy.？ The purpose of ？Intelligence Autonomy？ is the establishment of all intelligence system to secure the national intelligence system. To achieve it, we have to be able to collect, produce, and disseminate intelligence for intelligence consumer, anytime, anywhere and have to set the object of national intelligence development which is improved in the procedure of intelligence collection and analysis with advanced technology and science and have to advance the functional systematic process of intelligence organizations.
Consequently, we are facing a moment in response to the intelligence environment changed rapidly and preparing the transition of Wartime OPCON and the need for intelligence sharing or cooperation. So ROK Military intelligence organization should develop toward the National Intelligence organization to deal with the change of future battlefield environment positively, reasonably.
Hereafter, ROK has to, 1) extend mission and role of Military Intelligence organization, as a National Intelligence Organization, 2) establish the system for intelligence sharing and cooperation between home and abroad intelligence organizations. And based on this process, ROK should establish the foundation of timely efficient intelligence support with effective intelligence activities and operations integrated with intelligence equipments.
