    전 세계적으로 연구개발(R&D)에 대한 관심이 지속적으로 증대되고 있으며, 우리나라 역시 연구개발에 대한 지원 프로그램의 규모와 범위가 확대되고 있다. 정부의 연구지원 프로그램이 증대하면서 이와 동시에 정부가 지원한 연구지원 사업이 어떤 효과를 발생시키는지를 분석하는 것이 중요한 과제로 등장하고 있다.
    물론, 현재까지 연구수행의 투입과 산출 측면에서 효율성을 분석하고자 하는 실증연구들이 수행된 바 있다. 그러나 국내에서 수행된 대부분의 선행연구들은 연구비 투입과 산출된 연구 성과와의 관계를 면밀하게 파악하는 데에는 한계를 가지고 있는 것이 사실이다. 이에 본 연구는 다음과 같은 연구 질문을 제시하여 기존 선행연구를 보완하고 연구비와 연구 성과와의 영향관계를 체계적으로 밝히고자 하였다. 본 연구에서는 다음과 같은 연구 질문을 주제로 하여 정부의 연구비 지원과 연구자의 연구 성과(논문 성과) 사이의 관계를 분석하고자 하였다. 첫째, “연구자의 개인속성(성별, 지역, 학위이수지역, 임용기간)별로 연구비 지원규모와 연구 성과에 어떤 차이가 존재하는가?” 둘째, “연구비 지원규모에 따라서 연구자들의 연구 성과가 어떻게 달라지는가?”이다.
    또한, 본 연구를 위하여 (구)한국학술진흥재단에서 수행하였던 ‘전국 4년제 대학연구활동조사’의 2008년 자료를 이용하여 대학에서 연구 활동을 수행중인 연구자를 대상으로 연구자의 인적특성, 논문 실적, 연구비 수혜정보 등의 데이터를 추출하여 이용하였다.
    첫 번째 연구 질문인 연구자 개인특성별 연구비 지원규모와 연구 성과의 차이분석에서 도출된 결과는 다음과 같다. 첫째, 성별 차이분석에서는 남성에게 지원된 연구비규모가 통계적으로 유의미한 수준에서 높았다. 다만, 연구 성과에 있어서는 성별에 따라서 차이가 존재하는 것이 확인되었는데, KCI급 연구논문 실적의 경우 여성연구자가 상대적으로 높은 연구업적을 갖고 있는 것이 확인되었으며, SCI급 연구업적의 경우 남성연구자가 상대적으로 높은 연구업적을 갖고 있는 것으로 분석되었다. 둘째, 지역별로 연구비와 연구 성과의 차이를 보면 연구비 수혜여부와 관계없이 수도권의 경우가 비수도권에 비하여 연구비 규모가 높게 나타났다. 다만 KCI급 연구논문의 경우는 비수도권 연구자들의 게재비율이 상대적으로 높았다. 셋째, 학위취득지역을 국내와 국외로 나누어 볼 때 전공영역별로 차이가 있지만, 대부분 외국에서 박사학위를 수여받은 연구자가 국내 학위자에 비하여 연구비 수혜규모가 상대적으로 높았다. 연구실적의 경우는 KCI급 연구논문의 경우 국내학위자가 SCI급 연구논문의 경우는 국외학위자의 게재 실적이 높게 나타났다. 넷째, 중견연구자와 신진연구자를 비교하였을 때 중견연구자가 신진연구자에 비하여 더 많은 연구비를 수혜한 반면, 연구실적은 신진연구자의 경우가 더 높았다.
    두 번째 연구 질문인 연구비 지원규모가 연구 성과와 어떠한 영향관계가 있는가를 다중회귀분석을 통하여 분석한 결과는 다음과 같다. 첫째, 연구비 지원이 KCI급 연구실적에 미치는 영향을 분석한 결과 정부, 교내, 민간 부문에서 연구비의 수혜규모가 높은 연구자가 통계적으로 유의미한 수준에서 연구실적도 높다는 분석결과가 도출되었다. 연구자 집단 가운데 에서는 여성연구자, 국내 학위취득자, 국공립대학 연구자들이 통계적으로 유의미한 수준에서 연구 실적이 높은 것으로 분석되었다. 또한, 이와 같은 결과는 학문분야별로 세분화한 분석결과에서도 비교적 유사하게 나타나는 현상이다. 둘째, 연구비 지원이 SCI급 연구실적에 미치는 영향을 분석한 결과 KCI급 연구실적과 마찬가지로 연구비를 더 많이 수혜 받은 연구자의 연구 실적이 그렇지 않은 연구자에 비하여 통계적으로 유의미한 수준에서 높은 것으로 분석되었다. 연구자 특성별로는 남성연구자, 국외학위취득 연구자, 국공립대학 연구자들이 SCI급 연구 실적이 높았다. 그리고 이와 같은 결과는 학문분야별로 세분화하여 실시한 분석에서도 비교적 유사한 결과가 도출되었다.
    본 연구의 분석결과를 통하여 도출된 시사점은 다음과 같다. 첫째, 성별 연구비에 있어서 여성 연구자의 경우 개인 당 연구비의 금액이 낮거나, 여성연구자의 활동이 비교적 활발한 분야에서 연구비 수혜 없이 실적을 산출하고 있는 것으로 파악된다. 따라서 학문분야별로 성별 비율을 고려하여 연구비를 지원하거나 여성 연구자의 실적이 활발한 영역에 연구비를 지원하는 정책이 필요할 것으로 본다. 둘째, 임용기간에 따라 신진연구자의 경우 중견연구자에 비하여 연구비 평균 수혜액은 낮았으나 KCI급 연구논문 실적에 있어서 중진연구자보다 높게 나타나는 것을 볼 수 있다. 구체적으로 학문분야별로 인문학, 사회과학에서 신진연구자의 연구실적이 비교적 높은 것으로 파악된다. 이러한 연구성과에 비하여 신진연구자에 대한 연구비의 규모는 비교적 작은 규모이기 때문에 이들 분야에서 신진연구자들에 대한 연구비 지원계획이 수립될 필요가 있을 것으로 보인다.
    본 연구의 결과를 종합하면 전체적인 연구결과로는 연구비가 연구실적에 영향을 미치고 있다는 결론을 내릴 수 있을 것이지만, 학문분야별로 연구비 또는 연구실적에 차이가 있다는 것을 볼 때, 향후 연구비 지원 정책을 수립할 때 학문의 특성에 따른 정책수립이 필요함을 주장할 수 있을 것이다. 하지만 본 연구는 다음과 같은 한계점을 가진다. 우선, 데이터의 연속성이 확보되지 못한 횡단면 데이터를 사용하였다는 점이다. 연구에서 사용된 데이터는 연구자의 개인 수준에서 측정된 데이터이기 때문에 현재까지 수행된 어떤 연구와 비교해도 정확한 정보를 산출할 수 있는 것이 사실이다. 다만, 본 연구에서 활용한 데이터는 본질적으로 횡단면 데이터이기 때문에 이로 인해 발생하는 다양한 문제를 해소하는 데는 한계가 있다.
    또한, 본 연구는 평균차이검정, 회귀분석 등의 통계기법을 이용한 정량적 연구방법을 사용하였다. 본 연구에서 사용한 분석방법은 빠른 시간 안에 많은 데이터를 처리하여 유용한 정보를 도출하는 것에는 용이하지만 질적인 특성이 간과되는 한계가 있는 것도 사실이다. 따라서 향후 다양한 측면의 추가적인 연구가 수행되어야 할 것이다. 예를 들어 인용지수를 확인하는 방법 등을 통해 객관적이고 질적인 측면의 지표를 확인하는 것도 필요할 것으로 본다. 이와 더불어, 각종 지표에서 질적 수준이 양적 수준을 따라가지 못해 더욱 더 연구비의 지원기준이 왜곡되고 있으므로 향후 정부 연구비 지원은 연구성과의 질적 수준을 제고할 수 있는 방향에서 이루어 질 필요가 있다. 이러한 한계점은 추후에 보완되어야 할 부분이다.

    The sustained rise of public interest in R&D programs is the global trend. Likewise, Korea has increased the scope and scale of R&D programs to be supported from the public source. Earlier studies had been conducted on the impact of funding confined to the relationship between the input and output of the funding. They yielded empirical effect by elucidating the funding impact on research and development activities. Nonetheless, they are flawed in failure to provide a correlation between the input and output factors in a broader perspective.
    It is in this vein that this study is marked apart from other research by addressing fundamental questions, with an end view to elucidating the relationship between the input and output factors. The first question to be addressed is "how the outcome of research is affected by personal factors of researcher - such as sex, the region of employment, the sources of degrees conferred, and the period of employment. The second question is "how the amount of support affect the outcome of research." The source of database was made available by drawing on the 2008's survey on research performance by the four-year universities nationwide compiled by the National Research Foundation of Korea which was dissolved in 2008 for development into a larger research supporting entity.
    The study on the impact of the aforementioned personal factors on the performance of research yielded the following findings. With regard to research effect dependent on sexual differentiation, male researchers were found to have received a larger amount of research funding. When it came to the quality of research, however, female researchers showed more papers entitled to KCI. In terms of SCI papers, more male researchers were qualified. Secondly, the total sum of research grant in the Seoul metropolitan area is larger, irrespective of the number of beneficiaries, than the remaining regions. The ratio of KCI papers was higher among the researchers in the other regions. Thirdly, the division of the sources of degree conferred into foreign and domestic bred ones showed that a larger proportion of the former were the beneficiaries of research grant. More home-bred researchers were entitled to KCI papers whereas foreign-bred researchers produced more SCI papers. Th fourth variable was created by the division of research career into the long-term employment and short-term employment. The result showed that more experienced researchers received research grant than young researchers. However, research achievement was much higher in the latter.
    With regard to the second question which relates total research grant to the performance of research, a multi-regression analysis was employed to provide clarification on the relationship between the two. First, analysis was made of the productivity of research grant in terms of the number of KCI papers. By and large, the more one received research grant, the more productive was the research result. The same result was shown in public, private and institutional funding. Research productivity in this term was higher among female researchers, home-bred researchers and national university researchers. This result appeared universal in the specific areas of studies which represented the further breakdown of disciplines. With regard to research productivity in terms of the SCI papers, the same result was obtained. In other words, those who have received greater amount of research grant produced a larger proportion of SCI papers. Of the research groups, male researchers, foreign-bred researchers and public or national institute researchers produced higher productivity in terms of SCI papers. By further breaking down the disciplines, the same result was obtained.
    Analysis of the foregoing findings produces the following suggestions. Firstly, research grant per person was lower among female researchers. Otherwise, they showed higher research productivity in the projects which failed to receive grant or subsidy. This fact deserves special attention in allocating research grant lest researchers are unfairly treated simply because of sex. It is suggested that grant to the areas of research where female researcher's role is active should increase. Secondly, young researchers were disadvantaged in competing for research grant but their productivity was higher in terms of the number of KCI papers. Such a trend was more tangibly noticed in humanities and social sciences. This suggests the necessity of establishing a special grant plan for the young researchers. Summing up the findings of this study, it can be said that research productivity is proportionate to the amount of grant. It should be noticed, however, that the relationship between research grant and productivity varies depending on the area of study. It is imperative that the characteristics of the area of study be considered in the establishment of research grant plan.
    For all some meaningful findings this study produced, it showed its own limits in the following respects. The database used for the study were those coded by researchers themselves with the resultant dependence on subjective judgement. The lack of objective database sets limits to the consistency of research findings. Therefore, this study falls short of providing a panacea for problems spawned in the unfair granting of research. Another limit lies in the exclusive use of quantitative analysis employing average differences and regression analysis. Such methods may be useful in treating large quantities of data in a short period of time to advance some useful information. It should be noticed, however, that the short shrift of data excludes qualitative characteristics. There is a need for another study which considers various dimensions of researcher's qualities. One way to ensure a sustained objectivity of study is to consider citation frequency. It is easier to come up with quantitative index, accompanied by it receiving a heavier weight, to the denigration of qualitative index. Such a trend entails a substantial risk of distorting research findings. It is imperative that future studies, hopefully to be conducted on the national level, compensate the defects of this study.

Otherwise, they showed higher research productivity in the projects which failed to receive grant or subsidy. This fact deserves special attention in allocating research grant lest researchers are unfairly treated simply because of sex. It is suggested that grant to the areas of research where female researcher's role is active should increase. Secondly, young researchers were disadvantaged in competing for research grant but their productivity was higher in terms of the number of KCI papers. Such a trend was more tangibly noticed in humanities and social sciences. This suggests the necessity of establishing a special grant plan for the young researchers. Summing up the findings of this study, it can be said that research productivity is proportionate to the amount of grant. It should be noticed, however, that the relationship between research grant and productivity varies depending on the area of study. It is imperative that the characteristics of the area of study be considered in the establishment of research grant plan.
    For all some meaningful findings this study produced, it showed its own limits in the following respects. The database used for the study were those coded by researchers themselves with the resultant dependence on subjective judgement. The lack of objective database sets limits to the consistency of research findings. Therefore, this study falls short of providing a panacea for problems spawned in the unfair granting of research. Another limit lies in the exclusive use of quantitative analysis employing average differences and regression analysis. Such methods may be useful in treating large quantities of data in a short period of time to advance some useful information. It should be noticed, however, that the short shrift of data excludes qualitative characteristics. There is a need for another study which considers various dimensions of researcher's qualities. One way to ensure a sustained objectivity of study is to consider citation frequency. It is easier to come up with quantitative index, accompanied by it receiving a heavier weight, to the denigration of qualitative index. Such a trend entails a substantial risk of distorting research findings. It is imperative that future studies, hopefully to be conducted on the national level, compensate the defects of this study.
