정당기록관 설립 방안

국문 초록 (Abstract)

본 연구는 오늘날 한국의 정당에서 생산하는 기록물에 대한 체계적인 관리와 활용을 통해 정당의 정체성을 확립하고, 정치 결정에 대한 투명성과 설명책임성을 담보할 수 있으며, 국민의 신뢰를 회복할 수 있는 하나의 방법으로써 기록물 관리가 될 수 있다는 문제의식을 바탕으로 이루어졌다. 따라서 정당이 생산한 기록물 중 영구기록물에 해당하는 기록물을 체계적으로 관리할 수 있는 정당기록관을 설립할 수 있는 방안을 도출하고자 하는 것이 본 연구의 목적이다.
이와 같은 정당기록관 설립을 위해 영국과 독일의 사례를 살펴보았다. 그러나 한국 정당들이 지닌 특징과 현재 한국의 기록물 관리에 대한 인식 수준을 감안할 때 이러한 해외 사례를 그대로 적용할 수는 없었다. 따라서 한국의 현실에 맞게끔 공공기록물과 대통령기록물을 관리하는 국가기록원과 대통령기록관의 법적·제도적 방식을 적용하되 정당 조직이 공적·사적 기능이 혼재되어 있음을 감안한 정당기록관의 설립 방안을 도출할 수 있었다.
그럼에도 불구하고 본 연구는 몇 가지 한계를 지니고 있다. 먼저 정당에 대한 기록물 관리의 연구가 국내·외로 부족한 관계로 해외 사례를 연구하였으나, 주로 웹페이지에 기술된 내용을 바탕으로 하였기에 구체적인 정당기록관의 운영에 대해서는 확인하기가 어려웠으며 그렇기에 본 논문의 내용과 실제는 차이가 있을 수 있다. 또한 본 연구 범위가 영구기록물 단계의 정당기록물을 관리하는 정당기록관의 설립으로 한정되어 있기 때문에, 정당 내부적인 기록관리 체제에 대해서는 구체적으로 다루지 않았으며, 설립에 대해서는 일반적인 당위성의 설명에 치중한 측면이 있으며 방안에 대해서는 전반적으로 포괄적으로 제시되었다. 따라서 후속 연구에서는 각 영역별로 더 세부적인 내용을 다뤄야 할 필요가 있다.
이러한 한계는 앞으로 정당의 조직과 생산되는 기록물의 지속적인 연구와 분석을 통해 더 세부적이고도 구체적인 연구가 진행될 수 있을 것이며, 또한 대통령기록관의 경우와 마찬가지로 정당기록관이 설립된다면 그 시기를 전후하여 정당기록물과 정당기록관에 대한 연구는 대폭 증가하게 될 것으로 기대한다.
미흡하나마 본 연구가 정당의 기록물 관리의 필요성에 대한 인식의 확산과 더불어 정당기록관의 설립에 대한 논의가 이루어질 수 있는 계기가 될 수 있길 기대한다.

Establishment Plan of Political Party's Archives

This study is to prove a fact that archives management can be a recovery channel to gain people's credit by systematic maintenance & management of archives that come out of political parties, and it guaranteed transparency & responsibility about political decision of each parties.
Accordingly, this paper is designed to draw out a device regarding how to establish political party's archive center where can manage everlasting documents of all the political materials.
For this purpose, I referred to English archive center & that of Germany. But when we make allowance for present level of archives management in Korea and its relation to political party's feature, it is still short to apply it directly into Korean situation.
So, I made a setting up plan that reflected political party's archive center where private & public functions work together without losing legislate system of Presidential Archives and National Archives of Korea that was optimized in our present reality.
Nevertheless the fact that seen above, this study has some limitations. Albeit I referred to overseas cases, they were mostly confined to contents of the web-sites and was difficult to check out exactly what really happen inside of it. It means there is a little difference between what I researched and inner reality of the overseas' institutions.
And also on account of this research range was limited in political party's archive center only, I couldn't deal with internal record management system of the parties.
And in terms of flotation process, my observation is focused on necessity too much, so practical devices were dealt in inclusive way.
Accordingly, following researches need to be dealt with detailed contents by classified areas.
Rather such a limit could be a stepping stone for specific research, because it can be carried out by means of continuous discussion & analysis on the political party's documents. When the political party's archive center is actually established, great amount of relating debates will be followed on occasion of before & after the appearance.
Finally I hope this study is to be a stimulus to expand important recognition of political party's document management and its actual progress to establish the center.
