The problem of Japanese military’s comfort women began to become an issue in a full scale in the early 1990s and many organizations have been striving to solve this problem together ever since. In the extended line of those activities, "The House of Sharing" for living sexual slavery victims was established and "The Historical Museum of Sexual Slavery by The Japanese Military" was opened in order to reveal Japan's war crimes, restore aged victims' honor and utilize it as a scene of history education. Relevant organizations working on the problem of Japanese military’s comfort women expect more people to become conscious of this problem and to join in searching for its solutions.
"The House of Sharing" and "The Historical Museum of Sexual Slavery by The Japanese Military" including "Korean Council for Women Drafted for Military Sexual Slavery by Japan" have taken the lead in activities to solve this problem; they have been raising fund and collecting relevant records and data, especially testimonies of surviving victims, picture materials, photographs, documents, etc. Now when the number of surviving sexual slavery victims decreases drastically due to old age or diseases, those collections of data must be managed systematically as evidence to prove the then situations of brutal sexual slavery and foundation of activities to solve this problem.
In this situation, "The Historical Museum of Sexual Slavery by The Japanese Military" is playing an important role as the center of activities to make 'Sexual Slavery by Japanese Military' known to the world. However, there are no detailed rules about collected record management of the history museum, so it is a fact that the management is at the discretion of administrative personnel and curators. The Historical Museum and The House of Sharing are located in the same precincts and visitors to the museum can contact surviving sexual slavery victims directly, so new records or testimonies are being produced by the surviving victims, which indicates that it is important to collect and preserve the then records of brutal atrocities by Japan's military but there is need to record and manage activities of living victims. This is because the problem of Japanese military’s comfort women is still unsolved, living victims are decreasing owing to old age or diseases, and records or testimonies of victims can be evidence for future activities.
Above all, this study examines the concept of Japanese military’s comfort women and historical meaning of Japanese military’s comfort women through the process in which "The Historical Museum of Sexual Slavery by The Japanese Military" was established. Through this process, whether records and documents in "The Historical Museum of Sexual Slavery by The Japanese Military" can be included in management subjects of archival science must be analyzed. Usually manuscript repository merely collects records from various sources, whereas records of "The Historical Museum of Sexual Slavery by The Japanese Military" are quite different in that they include records produced by Japanese Military's sexual slavery victims themselves.
With this in mind, this study examines the actual conditions of records in "The Historical Museum of Sexual Slavery by The Japanese Military"; maps out record arrangement methods through the analysis of the conditions of record management; the category of mapping out record arrangement methods is divided into record about the concept of Japanese military’s comfort women and record about activities to solve the problem, which facilitates analysis of the past and the present life of Japanese military’s comfort women.
This study presents proposals about practical use of those records after the stage of arrangement; it first mentions considerations before opening records and presents full scale practical use methods based on those considerations; presents the necessity of cooperation among relevant organizations and methods to facilitate access to and opening records; furthermore suggests that records can play an important role for the common memory of humankind through international cooperation and exchange of history recognition.
This study has its significance in that it suggests a new type of manuscript repository different from others but has a limitation, in that it excludes record management in organizations working on the problem of Japanese military’s comfort women other than "The Historical Museum of Sexual Slavery by The Japanese Military" and "The House of Sharing". This study also has a limitation in formulating organic management system, in that it discussed only 'arrangement' and 'practical use' among many stages of record management. But this writer expects that this study will be foundation for future systematic and detailed record management by suggesting arrangement of disorderly records and presenting practical use methods which are an ultimate goal of recording.
