The vital records protection that can prepare for either emergency or disasters unexpected is required to develop record protection areas in Korea steadily and to keep business continuity of organs and organizations. The vital records that can recover and do business continuously at occurrence of either emergency or disasters are needed to be protected under business continuity plan.
Both business continuity plan and vital records have prepared for potential disasters, and business continuity plan has supplemented limits of existing business recovery plans to be a developing strategy, and the plan success relies upon vital records protection.
In Canada, vital records are protected based on business continuity plan to have basic system of both standard vital records protection guide and business continuity plan guide and to develop guides being suitable to each federal agency. In particular, Alberta State has protected vital records based on business continuity plan (BCP). In other words, the state has set roles of vital records manager at each stage of business continuity plan to put it into practice in accordance with procedures and to establish detailed plans and roles from the beginning at each 12 stage. Such a phenomenon shall be valuable because vital records can be protected not by one area of vital records only but by wide and spacious business continuity. And, business continuity plan based vital records protection procedures, connections at each stage and their flows have put an emphasis upon values of vital records protection of business continuity plan. The procedures at each stage have provided foundation of selection, protection and recovery of vital records to protect vital records systematically.
The US Environmental Protection Agency's 'Vital Records Protection Guide' was developed in accordance with business continuity plan of the Federal Emergency Management Agency (FEMA). The Environmental Protection Agency has divided basic procedures of vital records program into 10 stages to be focused on business continuity by vital records protection ways, tests and program audit that can check the records steadily.
The study has suggested vital records protection in Korea based on the cases above and legal policies in Korea:
When vital records protection in Korea was divided into two areas, that is to say, national disaster control and vital records protection, both disaster control agency and records control agency were in short of efforts and outcome of business continuity. Under such a situation, this study has suggested to protect vital records and to control disasters in following ways: Not only disaster control organizations but also National Archives and Records Service of Korea shall cooperate each other to make business continuity plan and to connect vital records protection and to distribute and open associated guides to each organization and agency promptly and to construct an integrated disaster control system and pay attention to security being important day by day and to connect value rating with vital records rating and nominate vital records and to get professional areas by consulting service of business continuity plan.
