국제행사관련 조직위원회의 기록물 관리방안 연구 : Y세계박람회조직위원회의 사례를 중심으로 = A Study on Records Management of the Organizing Committee for International Event : The Case of the Organizing Committe for the EXPO 2012 Yeosu Korea

This report analysis record management practices of committees which are responsible for the organizing of international events. In this research committees in charge of organizing international events are referred to as Organizing Committees and are defined as interim committees which implement all matters related to hosting of international events. These can be largely divided into two categories: 1) committees which manage and organize international sporting events such as IOC or FIFA and 2) committees which organize World Expositions dubbed as EXPOs.
The records compiled by the Organizing Committee serve as documentary evidence for financial matters, instigation of transparent administration, sourceof knowledge for future committees organizing other international events. Lastly these records performsocial functions such as diffusion of national identity and spur cutting-edge technology.
However, Organizing Committees dealing with international events face various challenges due to its very nature of being an interim organization operating for a limited period of time.
Frequent personnel changes and organizational shifts consequently result in, shortage of professionals with accumulated know-how and vulnerabilityin basic infrastructure. Moreover, records collected by Organizing Committees lack comprehensive management and recognition as a valuable information resource.
This research examinesthe management practices of past records gathered by Organizing Committees of international events and aims to identify problematic areas. As past examples, the record management practicesof 1988 Seoul Olympic Organizing Committee and 1993 Taejeon Expo Organizing Committee were chosen for case study.
The researchfocuses on the practices of the Organizing Committee for Expo 2012 Yeosu Korea, which recently marked its first anniversary since its launch in 2008, analyzing the characteristics and shortcomings of interim Organizing Committees bidding, organizing and operating international events.
Most importantly, this research seeks to provide a rational management scheme for Organizing Committees of global events, by suggesting an exemplary method of comprehensive record management, which encompasses all stages from record producing and organizing to maintaining and providing better access to exploit past records as an valuable information resource.
