This Study aims at discussing on the direction where the welfare policy for the aged should move forward, through analysing issues about the aged in the Korean society in the aspect of their employment-related program after collecting the information about the status of re-employment of the aged among various fields of the aged's welfare, focusing on the fact that the economic poverty of the aged is most serious problem among the aged-related issues.
The purpose of the study is to analyse the realities of the aged's re-employment after retiring, the aged's intention for re-employment, the supporting system for their re-employment, and matters related to retraining, and then based on the result of the analysis, to induce various alternative plans according to the plans for improving the aged's re-employment for helping the aged live a successful life for their remaining years.
This study aims at inquiring into the realities and problems of old people's employment for the solution of their poverty and the promotion of their participation in economic activities to find plans of promoting their employment. For this, it made a survey on 211 old people in Mapo-gu from October 20 to november 2, 2008. And it made a collection of 230 copies out of total 250 questionnaires to analyze 211 copies. Also, it made an analysis of collected data with SPSS(Statistical package for Social Science) v.16.0 through the process of data coding and data cleaning.
The results of this study were summarized as follows:
First, analysis of family relations showed that old people living with wife were the highest by 48.8%, subsequently those living alone by 23.7% and those living with children by 25.6%. The reason living with children was in the absence of economic capability by 17.1%, which economic reason and deepening of poverty were the biggest reason living with children. Consequently, the reason, which wasn't living with children, was without economic problems and health problems.
Second, analysis of standard of living showed that they couldn't afford to live at present, which children's burden was high by 40.8% for living expenses and spending money. Generally, their biggest difficulty was economic poverty, and provision for their old age wasn't well realized by badly income.
Third, analysis of employment hope showed that many of them had a hope of employment for economic help or health. And for reemployment, they thought much of their wage levels, while they wished wages of 800,000 to 1,000,000won level.
Fourth, analysis of the recognition of old-age resources bank, old-age joint workshop and employment service center for the elderly showed that many of them hadn't acknowledge of employment service center for the elderly or old-age resources bank. And they had little experience that visits places of employment In addition, as many of them wished vocational job, preferentially they thought direct information supply or employment expansion for improvement of this part.
The population of the aged is tending upwards. The phenomenon of low childbirth is also deepening with each passing day. The workforce is gradually shrinking according to this. Consequently, the maintenance of this society has to supplement lacking labor population.
As part of the plan, we will now have to think of the problem using old-age resources seriously. That's why application of them can settle the problem of lacking labor human resources.
problems of the aged are important task that we will have to be up to doing. Now, we have to develop various programs to create jobs of the aged, and focus our positive efforts on the education and the job placement suited to them.
As part of the plan, we have to establish a network system that can link a computer network with employment service institution for improvement of old-age employment, and we should be equipped with special organizations developing and operating systematic old-age volunteering activities programs.
