Protecting the nation’s sovereign is closely related to the whole nation’s safety. For this reason most of the countries have established special security organizations for the safety of King or President. In case of Korea, the Office of the Presidential Security is in charge of main job and with help of other related organizations, security works are being done. In addition, the police have stipulated guarding important people as main job of the police by law on police’s performance duties so the security organization for the president and other VIPs are established and are being operated. However, although one of the police’s main jobs is escorting, the police have not been operating well on escorting and have been following orders from the Office of the Presidential Security in doing the job. This not only decrease the morale of the patrol police, it also can be recognized as problem with the police not doing the escorting job properly in essence. So in this study, the main goal is to find the problems with the current patrol police in order to justify the effectiveness of the patrol police and to find many plans to solve these problems.
First of all, the problem of the patrol police is that the legal base of formation and operation of the patrol police is vague or does not exist at all. Second, Korea’s security organization is being organized ineffectively. Third, operation of organization that is in charge of the patrol police is ineffective. Fourth, selecting and educating are unprofessional. Lastly, there are difficulties due to lack of budget and equipments.
In order to solve these difficulties, primarily in the legal way, laws of patrol police must be established and the laws of legal disposition have to be considered. Secondly, in the systematic way, there are ways such as establishing a police guard force of the national police agency, composing a police patrol force united with the existing police patrol union or to create a patrol department in the Seoul local police agency. Thirdly, in the human resource and administrative way, patrol police officers need to be promoted to executives also as to work in improved working conditions and effective administration must be carried out by the expansion of equipments and budget. Fourthly, in the selecting and educational way, there is strengthening the selection of patrol police and their education, creating a research center for intensifying the education and finding an interchange with related patrol agencies in order to achieve proximal guarding techniques. Lastly, patrol agencies have to expanse their interchanges by sharing information with the cognizance that they are all in the equal position.
With the recognition of problems and the solutions stated above, hope that this gives Korea’s security organization an opportunity to develop further and hope that the role of the police can be reorganized in current security system.
