The appraisal of records is originated from the quantitative increase of records and issues regarding intellectual control and approach. In order to resolve these issues, record managers started to conduct appraisal tasks by sorting valuable records out of all the records and abolishing worthless records.
The appraisal in the early period was conducted by the value of records. However, the quantity of the records was too much to be evaluated individually by the values. That is why records are evaluated by functional approach. Evaluation tasks are general judgment for the connection between the producer of the records, functions and other records as well as the users of the records. This is not only the appraisal of the contents but also the general analysis of the production relation and context, functions and relation between the task and the record.
The purpose of this study is to define the concept and roles of appraisal policies and develop the policies which are the systematic institution for appraisal tasks.
In section 1 of chapter 2, the definition and meanings of appraisal policies in the record management field are explained. The definition and roles of appraisal policies are clearly stated by the other definitions and concept of appraisal.
In section 2 of chapter 2, the roles and composition of appraisal policies are explained. In the roles of appraisal policies, it focuses on the importance of sorting permanent records. In the composition of appraisal policies, the measures to develop the policies are proposed by incorporating the evaluative factors.
In chapter 3, the contents of appraisal policies by each nation are examined. The development of appraisal policies suitable for the environment of Korea is presented by analyzing the appraisal policies of NARA in United States, NAA in Australia and TNA in Great Britain.
In chapter 4, records disposition schedule that performed important roles in the record management system of Korea is examined and the problems of record management by records disposition schedule are presented under the BRM classification environment. Also, the measures for developing appraisal policies that can support appraisal of records in the record management environment are proposed.
In this study, the appraisal policies appropriate for record management environment of Korea are proposed by presenting the development of appraisal policies for evaluation of public records by analyzing the concept of appraisal policies and cases of appraisal policies in foreign countries.
