대구문화재단의 설립 및 운영 활성화 방안 연구 = (A)study on the strategy of establishment and efficient operation of Daegu cultural foundation

국문 초록 (Abstract)

지역문화재단은 관과 민이 결합하는 제3섹터 형태의 조직과 사업형태를 취함으로써 관의 공공정책을 보완할 뿐만 아니라 공익성을 유지하면서도 민의 창의성과 다양성을 극대화시킬 수 있는 효율적인 체제로 인식되고 있다. 중앙에 집중되는 현상을 극복하고 지역의 소외감을 해소하며 지역의 정체성을 확립하는데 중추적인 역할을 담당하기 위해 문화재단을 지역에서 설립하고 있다.
이러한 지역문화재단을 통해 중앙으로 집중하는 문화예술분야를 민간이 자율성과 효율성을 바탕으로 지역의 특색을 살려 지역에 적합한 정책을 추진 할 것이다. 우리나라의 문화재단 설립이 10여년이 지난 이 시점에서 타지역문화재단의 발전과 향후 설립을 앞두고 있는 대구시 문화정책을 함께 모색하고자 한다.
지금까지 설립된 재단들은 지방정부의 출연금에 전적으로 의존하고 있으며, 지역실정에 맞는 문화정책 개발에는 소홀한 것이 현실이다.
재단마다 설립시에는 독립성과 자율성을 강조해 왔다. 하지만 자금을 관에 의존하고 있는 현실에서는 독립성과 자율성을 보장받기 힘든 상황이다.
현재 지방자치단체에서 기금을 출연하여 설립된 지역문화재단은 전국적으로 여럿 있다. 형태나 중점사업이 다른 경우도 있지만 기본적으로 지방자치단체가 기금조성 및 출연에 관여하였고, 재단의 운영에 영향을 미치고 있다는 점에서 비슷하다.
연구범위에 한정한 연구방법으로는 문화재단의 개념과 의의, 역할, 유형을 비롯하여, 기존 설립된 우리나라 문화재단의 현황을 파악하고 점검함으로써 대구지역문화재단 설립의 방향을 알아보고자한다.
본 연구의 내용적 범위는 대구문화재단 운영과 관련한 대구문화예술 현황 및 여건에 대한 기초조사, 대구문화재단 설립 원칙과 방향, 대구문화재단의 사업 전략, 조직구성, 재단기금 확충방안, 시 및 유관단체와의 협력방안 등으로 구성하였으며, 문헌조사를 기초로 하여 사례분석, 통계자료등 다양한 방법을 활용해 수행하고자 하였다.
먼저 대구의 문화예술 자원과 문화예술 수요, 그리고 문화예술 활동 및 정책 현황을 살펴보고 관련 기관의 활동을 파악하였고, 국내외 문화재단의 설립 및 운영 사례조사를 바탕으로 재단별 주요 기능 및 사업내용과 조직구성 및 운영방안 등을 비교·분석을 통해 지역현실과 특성 그리고 환경변화에 적합한 문화예술 지원정책의 개발 문제가 검토되어야 지역에 맞는 문화재단이 설립 될 수 있을 것 이라는 결론을 얻었다.
마지막으로 지역의 문화예술진흥을 위한 대구문화재단의 역점 사업과 대구문화재단의 효율적으로 운영될 수 있는 조직 구성방안과 운영 효과를 극대화 할 수 있는 방안을 모색하여 모범적인 재단으로 만들어 나가야 함을 제시해본다.

다국어 초록 (Multilingual Abstract)

A local cultural foundation is remarkable with the formation of the third sector-type organization and business which combines both public and private sectors in order for it to supplement public policies. Therefore, it is regarded as an efficient system which not only maintains the publicness ness but maximizes the creativity and diversity of private sector. A local cultural foundation has been established in order for it to play the pivotal role of overcoming the phenomena of cultural and artistic circles' concentration on the capital area, solving the alienation problem of local areas, and ensuring the identity of local areas.
Based on this local cultural foundation, the private sector could efficiently and effectively carry out appropriate cultural and artistic policies which otherwise should concentrate on the capital area. More then ten years have passed since domestic cultural foundations were established. At this point of time, the aim of this study was to examine an improvement strategy of the existing local cultural foundations and then look into the cultural policies of Daegu City which would establish a cultural foundation in the near future.
The existing cultural foundations are totally dependent upon local governments' contribution and insufficient in its development of cultural policies which are appropriate for local reality.
Every foundation has emphasized its independence and autonomy at the point of establishment. But its dependency on local governments for funds makes it difficult ensuring its independence and autonomy.
There are many local cultural foundations nationwide, which has been established by local governments' funds. Some of them have different types and business categories, but basically they were established by local governments' fund raise and financing, thus being controlled by local governments in its operation.
Regarding the method of study, the investigator examined the conception, importance, role, and pattern of the existing domestic cultural foundations, together with the current status of them, to find out the direction of establishment of Daegu cultural foundation.
Regarding the scope of study contents, the investigator examined the current status and given condition of culture and art in Daegu City in relation to the operation of Daegu cultural foundation. And the investigator examined Daegu cultural foundation's establishment principle and direction, business strategy and organization, strategy of securing funds, and strategy of cooperation with Daegu City government and other related authorities. Study was carried out with such methods as literature examination, case research, and statistical data analysis.
First, the resources, demands, activities, and current status of policies of culture and art in Daegu City were examined. An then the activities of related authorities were looked into. Based on the case study on the establishment and operation of cultural foundations home and abroad, the investigator comparatively analyzed the main function, business category, organization, and operation strategy of foundations. It is because the establishment of a cultural foundation which is appropriate for the local reality must be based on the examination of the issue of developing cultural and artistic support policies which are appropriate for the local reality, characteristics, and environmental changes.
Finally, the investigator groped after the strategy of structuring an efficient organization and maximizing its operational effects focusing on the main business of Daegu cultural foundation in order for it to improve local culture and art and to be operated as a model foundation.
