With increase of production and use of electronic records, the requirements for service improvement have also been increased. From this context, this paper reviews the concept, structure and composition of "Record DIP (dissemination information package)" based on OAIS Reference Model, and seek a way to configure them by selecting the elements of their metadata and content by the needs of the users, getting out of the ways that concentrate on provision of DIPs by the records management institutions.
Though records management Institutions has the same function as libraries in the sense that they keep, manage and provide information to the users, they deals with different type of materials. Libraries provide the users with ready-made books or documents, but materials of records management institutes and archives exist as individual records to systematically form meaningful information as configured; and the user's requirements are diverse.
Advancing one step forward from providing the users with just the data they want to get, providing them with means to select the structure and composition of DIP as well by their own requirements will be a more effective way to meet their needs.
In Korea, the Presidential Office, and the National Archives and Records Service of the Ministry of Government Administration and Home Affairs implemented 'Record AIP' based on OAIS Reference Model additionally, the Presidential Office implemented "Record DIP" as well. Systems have also been established to assure integrity, to keep authenticity and identity, and to maintain production context of the records. But, just providing 'Record AIPs' as they are is providing unneeded information as well. As OAIS Reference Model suggests, 'Record DIP' may not contain all the preservation metadata, and needed information may be added.
For the purpose of verifying the types of 'Record DIPs", metadata and the contents to be contained, review have also been made on the concept of "Record DIP" and necessity of "Record DIPs" that can be selectively configured by the users. In this paper, "Record DIPs" have been examined by dividing them into the ones for evidence and the ones for provision of information, as they are mainly used for these purposes.
For the purpose of comparison with domestic implementations, Australian and British examples have also been introduced. In case of Australia, "Record DIP" has been implemented following OAIS Reference Model , while British example does not follow it. Record DIPs of publicly authenticated electronic document systems, where electronic documents that are not produced electronically, have been reviewed concentrating on the necessity of enhancing the integrity and other defects requiring improvement.
The necessity of user-oriented electronic record service has been reviewed. And, depending on whether public authentication is needed for public assurance, Record DIPs have been analyzed in their characteristics, usefulness, and requirements, dividing them into the ones for evidence and the ones for provision of information. Even in the cases of Record DIPs for provision of information, the usage types on the contents and metadata are diverse depending on the purpose, such as official affairs, administrative supervision, study, etc. In some cases, metadata related to job evidence and responsibilities for explanation are required, and in other cases, metadata for theme search are required. In some cases, the content bodies, rather than the metadata, may be required.
For the last, review has been made on the methods for selecting the contents and metadata for provision of records that are needed by the users, together with the resulting structure, composition and operation procedures. I, here, classified the metadata selection phases into those for basic information provision only, selective decision of composition elements by the users, and selection of all metadata of Record DIPs, which constitute a phase hierarchy. Analysis has also been performed on the structure of Record DIPs where the users select the contents and metadata from one or more files in a variety of ways.
Record DIPs can have variety of forms depending on the requirements and selections of the users. With technical progress, services that were difficult to be rendered in the past are now becoming available. All the efforts shall have to be made so that the records management institutions respect the users' preferences and provide them with more possibilities of selection, realizing more advanced record servicing.
