According to this study on the development of health-welfare policy for the aged in our country, our country as a late mover has very fallen behind the advanced countries in the health-welfare policy for the aged. The result of this study was as follows:
First, it showed that plans for the expansion of old-age income guarantee shall be formulated for the time being.
Second, it showed that the old-age income guarantee policy shall be urgently systematized and actualized.
Third, it showed that for medical insurance the aged should receive a discount benefit from their liability in medical expenses through the health policy.
Fourth, it showed that government, private organizations, businesses, religious organizations and people should understand the fact that old-age welfare is investment for the social integrated development as well as every citizen's obligation, to positively participate in the old-age welfare. Young people should also understand the fact that the establishment of old-age welfare system can remove future uneasy factors, and think of present liability as future investment, which will have need of the enlightening activities for these facts.
Fifth, it showed that the various services of old-age welfare shall be widely applied up to general old people. For the utilization fee, it is desirable to provide poor and low-income old people with the services for nothing, and discriminatively provide general old people with the services according to the income level.
Generally, the old-age welfare policy shall be taken effect from the respect for seniors who make us to live a bountiful life, and from the right of dignity which will have to enjoy as a human, not benevolent or favorable attitudes. For the present old-age welfare policy in Korea, there is little recipients or facilities. The service benefits for the aged are also keeping to a minimum, and the contents aren't even realistic, which nominal benefits are only provided to the aged.
Consequently, considering the fact that the old-age population group is the highest in the rate of population short of the social lowest standard out of the whole population group, it is necessary to expand the provision of substantial welfare services for the old-age population as a top priority from now on.
