지방자치단체의 중장기발전계획과 방향에 관한 연구 : 기장군 주민의 수요분석을 중심으로 = A Study for Mid-to Long-term Development of the Local Government

국문 초록 (Abstract)

본 연구에서는 우선 기존 주민들이 지역발전을 바라는 기장의 도시발전 요구도를 분석하고, 상위 관련계획에서의 기장군의 역할 그리고 다양한 분야에서의 도시발전 트랜드를 파악하고자 하였다. 그리고 무엇보다도 지역특성과 정책방향 설정에 있어 기장군의 미래 성장산업 육성에 초점을 두고 장기발전 방향을 제시하고자 하였다. 그 주요 결과를 요약하면.
기장군의 중장기 발전방향을 보면, 농촌발전 방향은 첫째, 친환경 고부가 농촌관광 도시육성 둘째, 지역 우수 농산물 육성이 필요하다. 기장은 우수 농산물에 대한 공동 브랜드를 개발하고 도시민과 직거래 체계 구축 및 현대식 직판장의 확충, 관광 프로그램과 연계한 지역농산물 홍보·마케팅 전략이 있어야 될 것이다.
수산분야 발전방향은 첫째, 고부가 수산물 생산체계 구축. 둘째, 해양생물산업 육성 R&D 클러스터 구축이 필요. 산업분야 발전방향은 첫째, 부산시역내 산업용지 부족을 담당하는 역할 수행이 요구 둘째, 의료생명산업 육성을 도모. 셋째, 고령친화산업 육성이 필요하다.
마지막으로 관광분야 발전방향은 첫째, 기장읍 일원에 추진중인 동부산 관광단지 개발을 통해 체류형 관광거점으로서의 기능수행을 확보하여야 한다. 이를 통해 동남경제권의 중추도시인 부산의 지역경제 활성화를 통한 국가 경쟁력 강화와 관광인프라 확충 및 국민관광 참여기회 확대를 가져올 것으로 예상된다. 둘째, 기장지역은 자연경관형 관광도시 조성을 추진해야 한다. 수려한 자연경관을 유지하면서 부산시역 내 부족한 시민여가공간을 확보하기 위해서는 기장지역 내 다양한 자연자원을 유지 개발하여 독특한 자랑거리를 창출하고, 사람과 자본을 끌어들여 지역의 경쟁력을 높이는 전략이 필요한 것이다.
기장은 다양한 분야별 개발이 추진되는 시점에 있다. 연구에서는 지역민의 요구도 수렴을 통한 지역의 발전방향을 정하고 분야별 정책대안을 도출하고자 하였다. 하지만, 많은 계획보다도 지역의 미래 성장산업을 육성하는 특화 정책개발이 기장의 미래 도시성장과 발전방향이 되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study presents an analysis of residents' demand for urban development in Gijang, and attempts to identify the role of Gijang-gun in upper relevant plans and urban development trends in diverse categories. The study further attempts to present a long-term development direction with a focus placed on fostering the future growth-engine industries in connection with determining regional characteristics and policy direction. The major research results are outlined as follows.
For its mid- and long-term agricultural development direction, Gijang-gun needs to foster highly value-added, environment-friendly rural tourism, and regionally superior agricultural products. Gijang should develop common brands for its superior agricultural products, structure a wholesale network with urban residents, expand modern wholesale markets, and ensure publicity and marketing strategies for regional agricultural products in conjunction with its tourist programs.
For its fisheries development, Gijang needs to structure a production system for highly value-added marine products, and to structure a R&D cluster aimed at fostering an industry of marine products. For its industrial development, Gijang needs to function to assist in the city of Busan with regard to the latter's lack of industrial land, to foster medical, life industries, and to nurture elderly people-friendly industries.
Lastly, for its tourism development, Gijang-gun should function as a "stay-type" tourist hub through the development of the Dongbusan Tourism Complex whose project is being conducted in the Gijang-eup areas. This will likely activate the local economy of Busan - a hub city in the southeastern economic block -, thereby bolstering national competitiveness, expanding tourist infrastructures, and increasing nationals' tourist opportunities. Second, Gijang-gun should pursue the creation of a tourist city with natural scenic beauty. In order to maintain outstanding natural sceneries, and to secure leisure spaces in which the Busan area is lacking, Gijang-gun needs to maintain and develop a variety of natural resources with a view of creating its unique sightseeing attractions, and to implement a strategy to attract human resources and capital so as to bolter its competitiveness.
Gijang-gun is at the point when development in diverse fields is being pursued. This study attempts to gather residents' needs, to determine the regional development direction, and to draw policy alternatives therefrom. On top of such many plans, the development of policies on fostering specialties aimed at nurturing regional future potential industries should be Gijang's direction for the future urban growth and development.
