Generally, procurement is the series of actions that include identifying the goods and services which government needs and their location, making a contract, purchasing, distribution, storing, disposal, and payment. Procurement service is defined as strictly estimated rational cooperative action of government which is selecting the humanly, physically, and systematically most suitable way, while minimizing the opportunity cost, in order to achieve public aims.
Basically, procurement services are closely related to the financial operation system such as accounting system and auditing, and their scale has been increasing gradually. Thus, the efficiency of procurement services is used as a standard of estimation of financial efficiency of government activities because it directly affects the curtailment of government expenditure. On the other hand, the failure of procurement services can cause government failure hindering administrative activities or public services of government organizations which need the procurement.
Especially, as the lists of supply have become more varied, and highly specialized, and the government’s demand for high technology goods according to the fact that the function of government has been expanded in modern countries, it comes to be difficult for normal staff who are able to do ordinary work such as making a usual contract, to deal with procurement services and the possibility of failure is also increased. Therefore, it is believed that well-managed procurement records, which are produced in the process of procurement services, could oblige the charged staff to have responsibility and to keep transparency through satisfying the systematic aspect of procurement. Moreover, the information about the supply market and the records which are produced within the process of procurement activities make decision making more prompt and precise.
The previously mentioned problem has been solved as an actional comprehensive electronic procurement system was built and supply services were computerized, which have made the works transparent and efficient. However, owing to the dramatically escalating amount of procurement information, the information cannot be utilized effectively by the staff and the asymmetry of information occasionally mislead the users of this information. Particularly, in spite of the fact that procurement information is produced for securing accountability and providing the evidence and information, the records are not managed well because of the difference the types between the procurement records and general records, and as the result the indicated problem gets more serious. Therefore, it is required to register the new types of records in order to manage the new records which are increasing by geometric progression. Otherwise, it is impossible to establish a consistent standard for economic policies of government, and this also results the loss of certain amount of procurement records which make the services enable to cope with any critical situation, and guarantee the transparency of services through securing accountability.
This research aims to formulate the management scheme for procurement records, through identifying procurement information which is produced from national comprehensive electronic procurement system, as records in order to secure the accountability of procurement services. This study suggested away of suitable records management, through proving that the procurement information which is produced in the system is different from general record types, and pointing out the problems which are found in analysis of records management function that featured in the system through referencing Australia’s BIS functional requirement. The current research is also significant in term of the fact that it provides a stepping stone for forming inclusive records management circumstances.
