기록관리의 국가·사회적 역할 : 민족주의·초민족주의와 집단적 기억을 중심으로

국문 초록 (Abstract)

현대의 국가기록관리는 한 나라의 기록유산을 관리하고 보존하는 핵심적인 역할을 한다. 그리고 역사기록 뿐 아니라 공공기관의 기록관리를 국립기록보존소가 총괄하고 있다. 국립기록보존소는 전문 기록관리기관으로 국가사회에 다음과 같은 역할을 한다.
첫째, 정부정책의 투명성과 행정 책임성을 실현하고, 국민의 신분, 권리와 재산을 증빙해 주기 위해서 공공 기록관리 제도를 운영한다.
둘째, 한 나라의 역사적 유산이자 기록유산으로서 역사 기록을 영구적으로 보호하고 보존한다.
셋째, 국민에게 기록정보를 제공하기 위해 보존영구문서의 목록을 작성하고, 기술정리 등의 가공작업을 수행하며, 열람 활용을 제공한다.
위와 같은 현대의 국가기록관리의 역할은 어느 사회를 막론하고 중요하게 인식되고 있다. 그리고 이러한 기록관리의 역할은 근대 국가의 형성과 그 맥을 같이 하게 된다. 이에 대한 상관성을 밝히기 위해 필자는 이 논문에서 민족주의 시대에 국가와 민족의 형성에 기록이 어떤 역할을 했는지 분석하였다. 이를 위해 프랑스와 독일의 민족주의 형성과정을 살피고 이 맥락에서 두 나라의 기록관리 원칙이 세워지는 상황을 설명하였다. 그리고 제 2차 세계대전 이후 기록관리의 목적에 대해서 많은 문제제기와 반성들이 일어났다. 그 결과로 나타나는 초민족주의의 유럽통합을 위해 유럽연합이 세워졌다. 즉, 유럽통합을 위해 플로렌스에 위치한 역사기록보존소가 어떤 역할을 하는지에 대해 살펴보았다.

다국어 초록 (Multilingual Abstract)

Modern national records and archives management agency perform the managing and preserving of the national heritage. And this agency perform the managing records of the government agencies.
The national archives play an important role as professional records and archives management agency :
First, ensure the transparent of government policy and the accountability of government business by managing government records and archives management policy.
Second, protect and preserve the archives as historical heritage and archival heritage.
Third, provide the archival information to the people by make a written list of the archives, describe the archives and provide reference services.
Above explain to the role of modern national records and archives management is recognized as a very important work in any society. Also this is formed a modern nation and pulse the together.
To find out the correlation, this study analyzed how the records and archives management to formation of nation and civil society affects in nationalism time. For attain this purpose, this study looked at French and German formation of nationalism and the rules of the national records and archives management in a connection between the countries.
Also, there were many problems and faults about the records and archives management after World War II. As the result the European Union was built for the European unity of transnationalism. So, I looked at how the method of Historical Archives in Florence affected for the European unity.
