For Korea, effective management of the government-owned is indispensable due to its small size and high density of population. Nevertheless, it had been difficult under the conquest of Japan. Although, there were small changes after the liberation from Japanese control, the public land was still being managed poorly, not being able to get rid of the passive and conservative policy. Also, there have been many cases that the land was abandoned or illegally occupied by individuals. Therefore, it is necessary to improve many parts in administrative policies for the effective management of the public land.
The purpose of this thesis is to provide the solutions to the organization for the effective management and the policy for the practical usage of the land.
In order to achieve the purpose, the study has been proceeded based on many case studies and researches of other documents. While focusing on analysis of the benefits and problems in managing the public land in other advanced countries, the case studies support the possibility of adapting the cases in other countries. The contents are following:
First, the reinforcement of the administrative organization functions
Second, the improvement of the managers' specialty and work ability
Third, the increasement of public trust management in areas that need specialty and profitability
Forth, the establishment of information system, searching out Japanese named places and illegal lend holders and abusers
Fifth, the introduction of real estate development policy for practical usage of the public land
Sixth, the induction of the improvement program for effectively exchanging and transferring the control of the public land
Each plan is closely related, and so, it is necessary to maintain the whole system together rather than struggling to improve each step separately. In order for the public land management to achieve the effective results as it is planned, it is important to prepare the interrelated program that improve the plans as a whole.
In order to actively solve the historic problems that has made it difficult to manage the public land effectively, the more determined plans and efforts are required. Furthermore, continuous researches on future-focused improvement plans are necessary for the effective management and the practical usage of the government-owned land.
