Abstract

A Study on the Adjustment Device and the Policy Conflict between the Local Governments
of Wichon National Industrial Complex

The development operation or facility of the various area do not put on with local self-governing my execution the area for discord which besieges, the local self-governing group and discord of discord, the central government and the region government of local resident for and to consume a national energy, the stumbling block of national development.
In policy discord the region government for dispute which besieges the environmental matter is appearing with new social problem.
The Paper which It analyzes the dispute of Daegu and Pusan which besieges the creation of Wichon industrial complex.
Discord of Daegu and Pusan region government for the development logic of Daegu and environment logic of Pusan with each other opposition and discord develop in the aspect which it does, like this discord with since 1995 becoming problem anger from this region.
This study consists of three parts. The first part is the theoretical study on conflict management and local government in the overall trend of regional development projects. The second part explores diverse aspects of conflict which occur in managing regional development projects, and focuses on domestic and overseas regional development examples and contributing factors of conflict derived from the theoretical study and examples mentioned above. The third part analyzed with empirical the recognition of a Taegu and Pusan local government public service personnel about the Wichon National Industrial Complex.

The study concludes as follows.

First, the Taegu local government is sensitive to the development and damage compensation and is apt to have the recognition affirmative. Meanwhile Taegu local government is sensitive to the environment damage and has the tendency to participate directly.

Second, conflict factors mentioned in this paper (relationship between thelocal governments, location selection, cost efficiency, participation and process, compensation inducement, and abilities of self-governing bodies) should be solved by institutionalized cooperation system. Moreover, a guide that can reflect local government's factors accurately is in need of construction so it could present afuture model which could draw cooperation of local governments.

Lastly, I propose as follows.
First, a local public service personnel's concern about the complications problem is high as plenty public office career and environment field experience. Therefore, We should experience to public service personnels with the education about the environment problem for an area cooperation.
Second. It must be constructed The local cooperation committee setup so that the country development can be related with the income level.

Third, The minimize does the burden according to the development if possible.
Lastly, We must institutionalize from the beginning so that the local inhabitant participates necessarily and can solve the complications problem.
