북한의 국어교육 실태 연구 : 『국어교수참고서(고등중학교 제2, 3학년)』분석을 중심으로

국문 초록 (Abstract)

이 연구에서는 북한의 『국어교수참고서』(고등중학교 제2, 3학년)를 분석함으로써 북한 국어교육의 실태를 파악하고자 하였다.북한 국어교육의 모습을 알아보기 위해 남북한 교육의 목적과 성격, 국어교육내용 및 방법, 교육과정과 교과서 제도 등을 살펴보았다.국어교육의 목표에 있어 남한은 개인의 창의적 국어사용 능력의 신장에 초점을 맞추고 있는 데 비해, 북한의 국어교육의 목적은 김일성 부자에게 끝없이 충성을 다하는 혁명 전사를 양성하는 데 두고 있다. 피상적으로만 보면 남한과 북한의 국어교육 목적이 너무나 다르다. 그러나 북한의 교육목적 진술에서 체제 관련 내용을 제외하면, 남한과 북한 모두 ‘언어’와 ‘문학’ 그리고 ‘언어활동’에 대한 기초지식 및 활용 능력을 길러주고자 하는 국어교육의 본질적인 목적은 거의 같다고 할 수 있다.북한의 국어교육의 성격은 국어교육이 다른 학습의 기초가 되는 도구 교과의 성격뿐만이 아니라 사상교육을 더욱 철저히 주입시키기 위한 수단으로서의 가치가 가장 중요시 되는 성격을 지닌다.북한 국어교육의 내용은 크게 정치사상 교양적 내용과 국어지식 기능적 내용, 두 가지로 요약할 수 있다. 북한이 폐쇄적인 사회주의 체제임을 감안하여 『국어교수법』(1973:47-48)에서 언급하고 있는 ‘국어과목의 지식체계와 내용’을 수용한다면 북한 국어교육의 내용도 ‘언어’와 ‘문학’, ‘언어생활’ 등에 관한 지식과 기능, 활용 능력 등으로 남한과 크게 다르지 않다는 것을 확인할 수 있다.북한에서 가장 중요시되는 국어교육의 방법은 ‘학생들의 창발성과 적극성에 의하여 그들 자신이 사물의 본질과 법칙을 해명하도록 함으로써 학생들에게 독자적으로 사고하고 배운 지식을 자유롭게 활용할 수 있도록 가르치는’ 방법인 ‘깨우쳐 주는 교수 방법’이다.북한의 교육과정은 ‘중앙집권적’인 방식으로 진행된다. 교육과정은 당과 수령의 교육지침이 그대로 반영되고, 중앙집권적인 명령과 지시에 의해 개발되고 있다. 국가가 교육과정과 교과서를 제정하면 학교는 이것을 그대로 사용하도록 되어 있다.북한의 『국어교수참고서』(고등중학교 제2, 3학년) 분석에서 얻은 결론은 다음과 같다.북한의 국어교육은 김일성 부자에게 충성을 다하는 혁명 전사를 키운다는 목적 하에 그에 적합한 교육 내용을 선정하여 가장 효과적이라고 여겨지는 교수방법으로 일관되게 실시되고 있다.‘국어교수참고서’의 분석 내용을 통해 파악한 북한의 국어 교육 지도 실태는, 일차적으로는 국어교육 목표를 ‘김일성 부자에 충성하는 공산주의 혁명가 양성’에 두고 지도하고 있다. 그러나 이차적으로 실제 국어 지도에 있어서는 국어 지식 및 기능, 언어활동 등 국어 교육의 본질적인 내용과 관련 있는 지도를 체계적으로 실시하고 있다. 특히 북한의 국어교육에서 ‘읽기’지도, ‘어휘·표현’지도, ‘글의 체계분석’지도, ‘평가’ 등은 철저히 이루어지고 있다. 이 점은 남한의 국어 교육에서 긍정적으로 수용해도 좋을 것이다.북한에서 일반교육에서뿐 아니라 국어교육에서 가장 좋은 교육방법이라고 주장하고 있는 ‘깨우쳐 주는 방법’이, ‘국어교수참고서’의 내용 분석을 참고할 때 실제 교수 현장에서 적용되고 있는지는 더 심도 있는 연구가 필요하다고 생각된다.그 동안의 연구에서 북한의 국어교육 내용이 체계적이지도 않고, 학습 위계를 가지고 있지 않아 조직적이지 못하다는 평가를 받았었는데 ‘국어교수참고서’ 분석 결과, 북한의 국어 교수 체계는 꽤 조직적이고 체계적이라는 것을 확인할 수 있었다.남한과 북한이 모두 국어교육의 내용에 있어서 국어와 문학에 대한 기초지식과 기능, 활용능력 등을 강조하고 있다는 점은 참으로 다행이다.남북 통합국어교육을 논의하고자 할 때, 이런 남북의 국어 교육에 관한 연구물을 토대로 다른 요소는 다른 요소대로 함께 공동으로 인정할 수 있는 대안을 찾아보도록 하고, 같은 점이 있다면 그것은 합쳐서 더 좋은 것으로 안을 만들어 내는 지혜를 발휘해야 할 것이다.남과 북의 통일국어교육, 통합국어교육을 논의함에 있어 이념적인 요소를 지나치게 중시하여 이질적인 면만을 강조하는 것은 통일국어교육에 부정적인 결과를 초래할 수 있다. 서로 다른 체제의 특수성을 인정하고 그와 관련된 내용은 접어 두고 그 본질적인 면을 분석해 보면 남한과 북한의 국어교육이 목적이나 내용 등에 있어서 통하는 점이 많이 있다. 남과 북, 상호 간에 인정할 것은 인정하면서 공통점을 중심으로 연구와 협의를 진행해야 한다. 통일에 대비하여 공존과 협력의 기틀을 다지며 미래 지향적 관점에서 정치적 상황에 흔들리지 말고 통합(통일)국어교육연구를 계속 전개해 나가야 한다. 이 연구가 남한과 북한의 통합국어 논의에 긍정적인 쪽으로 조금이라도 기여할 수 있기를 희망한다.

다국어 초록 (Multilingual Abstract)

This study intended to grasp the state of Korean education in North Korea by analyzing 『A teacher''s book for Korean education』(for Junior and Senior Highschool) of North Korea.In order to realize the Korean education of North Korea, it needed to look over the purpose and character, the contents and methods, the curriculum and text book system of Korean education in North Korea.The purpose of Korean education of North Korea is based on training revolutionary warriors who show endless loyalty to their leader Kim Il-Seong and his son, Kim Jeong-Il.The character of Korean education of North Korea has not only the feature of being a basis for learning other subjects but also the value of the means for cramming its people with a revolutionary ideology completely.The contents of Korean education of North Korea are summarized in two aspects-One is about a political idea and the other is about the functional aspect of Korean Knowledge.The most important Korean educational way in North Korea is to teach students ''to be creative and positive so that they think for themselves and make the most of what they learned''- so called ''A teaching method realizing students'' by making them explain the true nature and law of things for themselves.The curriculum of North Korea is ''centralized by the government.'' It reflects the educational indication from the government and the leader, Kim Il-Seong and developed by the government order.When the state once establishes the curriculum and text books, all the schools should follow them as they are.The result of analyzing the teacher''s book for Korean education is as follows.It is confirmed by the analysis of the teacher''s book for Korean education that North Korea establishes the contents of Korean education under the purpose of ''training revolutionary warriors who will show loyalty to Kim Il-Seong and his son'' and practices Korean education by the most effective method they think.Through the analysis of ''the teacher''s book for Korean education,'' the actual state of Korean education in North Korea is inferred that the purpose of Korean education in North Korea is ''to bring up communism revolutionists who are loyalty to their leader'' and the teachers rarely have self-determination.But ''teaching for reading'', ''the analysis of textual system'' and evaluation are practiced throughly.''The teaching method realizing students'' that is contended as the best teaching method for all the education by North Korea is suspected to be practiced in the educational field. It is also confirmed that Korean education in North Korea is considered as an important means for ideology education.In particular, through the parts of ''the purpose of teaching'', ''Kim Il-Seong''s instruction'', ''Kim Jeing-Il'' words'', the Korean education of North Korea is judged to give undue value to ideology education.North Korea makes clear that the contents of the text book should be chosen for training communism revolutionists and the purpose of teaching is for communism revolutionists(or bring up capable people who are loyalty to Kim Il-Seong and his son.) And it emphasizes the importance by quoting ''Kim Il-Seong''s instruction'' and ''Kim Jeong-Il''s words''.The contents of teacher''s book of North Korea suggest that the Korean education in North Korea has some problems, namely, it is used for ideology education, is rather related to the education for idolizing of Kim Il-Seong and his son than an ideology education towards ''socialism'' But ''teaching for reading(reading aloud)'', ''teaching for the systematic analysis of the form and contents of the text'' and evaluation in North Korea are at least something for South Korea to accept.
