    본 연구는 국제스포츠이벤트를 유치하기 위한 실질적인 스포츠 외교 방향을 제시하기 위한 것이다. 이러한 연구 목적을 달성하기 위하여 국내외 국제스포츠이벤트 유치 성공 및 실패 사례를 살펴보았다. 그리고 국가별 국제스포츠 기구로의 임원 진출과 그에 따른 국제스포츠이벤트 유치에는 어떠한 관계가 있으며, 이와 관련하여 한국의 스포츠외교 전문 인력 양성방안은 어떻게 진행되고 있는가를 논의하였다. 이상과 같은 연구를 바탕으로 각종 국제스포츠이벤트의 효율적 유치를 위한 단계별 매뉴얼을 생각해 보았다. 문헌연구와 함께 연구자의 스포츠외교 경험을 연구에 이용했다. 또한 IOC위원, 국제경기연맹 회장 등 국제스포츠기구 임원 7명을 상대로 심층면담을 실시했고, 3명의 IOC위원이 제공한 정보도 보조 자료로 이용했다.국제스포츠이벤트 유치를 위한 스포츠외교 방안은 다음과 같이 요약될 수 있다.첫째, 한국을 비롯한 외국의 국제스포츠이벤트 유치 사례에서 알 수 있듯이, 국제스포츠이벤트 유치는 단일한 요인으로 결정되어 지는 것이 아니고 다음과 같은 다각적인 요인에 의해 결정되어 진다: ① 국민들의 관심과 의지; ② 국력과 복잡한 국제정치의 패러다임; ③ 정부의 강력한 지원; ④ 국내의 안정된 정치 상황; ⑤ 자국의 스포츠 경기력; ⑥ 대륙순환 원칙 등 국제스포츠 흐림; ⑦ 스폰서 기업의 역량; ⑧ 스포츠외교력; ⑨ 정보력 그리고 ⑩ 기술적인 측면의 현지실사, 홍보전략, 최종 프레젠테이션 등이다. 따라서, 국제스포츠이벤트 유치를 희망하는 후보도시들은 위와 같은 다각적인 요인에 대해 면밀히 분석해야 한다.둘째, 실제로 국가별 국제스포츠 기구로의 임원 진출 수와 그에 따른 자국의 국제스포츠이벤트 유치 횟수와는 유의미한 관계가 있는 것으로 나타났다. 따라서 향후 국제스포츠이벤트 유치를 위해서는 국제스포츠 기구로 진출할 수 있는 국제스포츠 외교 인력 양성이 절실하다.이를 위해서는 스포츠강국을 지향하는 승리 제일주의 방식의 운동시스템에서 벗어나 학교 체육 단계부터 운동과 학업을 병행할 수 있는 선진국형 클럽스포츠 시스템 정착이 선행되야한다.또한 선진국 스포츠외교 인력을 보면 스포츠인 출신들이 국제경기연맹회장, NOC위원장, 체육장관 등 스포츠외교의 전면에 나오고 있는 실정이다. 활발한 스포츠외교를 위해서는 스포츠 선진국처럼 선수 출신 스포츠외교 인력과의 적절한 조화가 필요하다. 조화를 꾀하기 위해서는 메달리스트, 올림픽 출전 선수 등 스포츠인들이 NOC나 국내 경기단체 등의 임원에 일정 비율 의무적으로 들어갈 수 있도록 NOC 규정을 바꾸는 것도 하나의 방법이 될 수 있다. 일단 NOC나 국내연맹의 임원이 되어야 국제스포츠기구에서 주관하는 각종 회의와 대회에 참석할 수 있는 길이 열려 스포츠외교 인력으로 성장할 수 있기 때문이다.셋째, 국제스포츠이벤트를 유치하기 위해서는 국가 내부적으로부터 모든 준비가 되어야 한다. 먼저 각종 국제스포츠이벤트를 유치함에 있어 정부 차원의 일원화 창구가 요구된다. 관련분야 및 부처의 개별적인 활동만으로는 큰 대회나 회의는 성사될 수 없다. 2007년 인천이 2014년 아시안게임, 대구가 2011년 세계육상선수권대회, 평창이 2014년 동계올림픽에 한꺼번에 도전했다가 인천과 대구는 유치에 성공하고, 평창은 실패한 상황이다. 어느 대회를 먼저 유치하는 것이, 또는 언제 유치하는 것이 범국가적으로 이익인 지에 대한 내부 교통정리가 이루어지지 않은 상태에서의 국제스포츠이벤트 유치는 자칫 역효과를 불러올 수도 있다. 이런 점을 고려해 효율적인 국제스포츠이벤트 유치를 위한 단계별 스포츠외교 방안을 도출했다.

    This paper was to present a practical direction for sports diplomacy for the purpose of attracting international sporting events by examining both successful and unsuccessful attempts to acquire bids for international sporting events around the world. The effect that a member of an international sports organization from a prospective host city can have on the country successfully acquiring the bid for a sporting event was studied, and measured to take Korean sports diplomacy. In this context, a step-by-step manual for efficiently attracting various international sporting events was developed. Literature review and the sports diplomacy experience of the researcher were used in the study. In addition, an in-depth interview was conducted on seven members of international sports organization, and information submitted by three more members was used as supporting material.Directions that sports diplomacy must take in order to attract international sporting events can be summarized as follows.First, as exemplified through attempts to attract international sporting events in both Korea and other countries, there is not a single determining factor in deciding a host country but multiple factors which include the followings: ① the interest and determination of the people; ② national strength and complicated paradigms governing international politics; ③ strong government support; ④ stable political situation in the prospective host country; ⑤ the sporting abilities of the prospective host country; ⑥ international situation for sports(for example, the principle of continental rotation); ⑦ the capacity of sponsors; ⑧ sports diplomacy capacity; ⑨ quality of information; and ⑩ a technical review through on-site evaluations, promotion strategies, and presentation skills.Second, the number of international sports organization members from a country and the number of international sporting events the country were able to attract showed significant correlation. Therefore, it is critical to foster international sports diplomacy experts in order to succeed in acquiring future bids for international sporting events.To do this, it is necessary to transcend the current athletic system of Korea which focuses excessively on accumulating victories, in the path to becoming a stronghold of sports. A club sports system adopted by advanced countries which allows students to engage in both academic and athletic activities must take root in Korea.In advanced countries, former athletes were at the forefront of sports diplomacy, advancing into the ranks of international sports association presidents, NOC chairpersons and sports ministers. If Korea is to engage in active sports diplomacy, it is necessary to follow this example and develop a balanced perspective through the utilization of former athletes in sports diplomacy. One method proposed through this study is to modify the Korean Sports Committee regulations to require a certain percentage of KOC or Korean sports group executive seats to be filled by medalists and other Olympic athletes. This is because only members of KOC or sports associations are given the opportunity to participate in various conferences and events hosted by international sports organizations.Third, before attempting to host an international sporting event, all preparations must be complete within the country. First of all, the government must provide a one-stop window that responds to all international sporting events. It is not possible to successfully host a large event or conference through the fragmented activities of individual industries and government agencies alone. In 2007, Korea set out to simultaneously acquire the bid for the 2014 Asian Games in Incheon, the 2011 World Championships in Athletics in Daegu, and the 2014 Winter Olympics in PyeongChang. It led to the success of the Incheon and Daegu bid, and the failure of the PyeongChang bid. Participating in bids to host international sporting events without building prior consensus internally as to which events hold priority and when each event can best benefit national interest are liable to backfire. In consideration of these observations, this study proposed a step-by-step sports diplomacy strategy for effectively pursuing hosting rights for international sporting events.
