The purpose of this study is to grope for the desirable ways to support North Korea in order to facilitate the unification of medical systems of both nations by decreasing the gap between two nations in preparation of the unification of two nations’ health medical systems and increasing mutual understating on different elements. For this, this study was conducted on the prerequisitions: 1)supporting North Korea may contribute to changing the exclusive attitudes of North Korea and providing good opportunities for opening its door to other countries; 2) supporting North Korea by both material benefits and exchanges of human resources may have influences on building mutual trust and on leading to North Korea’s adoption of ‘transformation through approaches’.
As a study method, I conducted comparative analyses on the two nations’ health medical systems by both utilizing the models of Klezkowski’s Health Medical System and using the health level of two nations’people by health index. From these comparative analyses, I examined three parts: 1) the gap between two nations’ health medical systems 2) the present status of domestic & foreign countries’ support for North Korea in aspect of health medical area; 3) evaluations on North Korea support in aspect of AGIL functions.
I suggested that the desirable direction for supporting North Korea in order to prepare for the unification of two nations’ health medical systems should progress under the conditions that eliminate the problems posed by supporting procedure and increase the same quality of both nations’medical systems through following three principles: transparency, consistency and inclusion. As a result, we need to set the 3 basic directions on how to support North Korea.
First of all, in order to streamline the use of limited resources,we need to set the priority considering the levels of significance and seriousness on health problems. Second, we need to establish long-term and comprehensive plans on health medical systems in order to achieve unification in this area through collecting a variety of opinions from governments, non-governmental fields and academic areas. Third, we need to set separate roles among governments, non-governmental fields and academic fields, which may facilitate close cooperation among them.
As far as specific strategies concerned, there are five ways in order to precipitate efficient medical supports for North Korea. First of all, it is necessary to develop various supporting programs for the weak classes such as children and women. Second, it is necessary to help North Korea revitalize health-medicine related infrastructure such as pharmaceutical industry, medical equipment industry and medical device industry which were almost collapsed during the economical turmoil in North Korea. Third, it is necessary to facilitate the cooperative supporting programs which supporting organizations, sponsoring institutes, experts groups and North Korean partners are participated in all together in order to prevent difficult tasks which sole actor can not solve and severe competitions among various actors. Fourth, it is necessary to promote local community based projects which not only are suitable in providing primary medicines and preventive services but also can connect North Korean health medical organizations. Finally, it is necessary to produce experts who have professional knowledge and skills on a health medical area and have abilities to manage supporting programs smoothly as well.
