델파이 분석을 통한 엘리트 스포츠 미래전망 = (The) future prospect of elite sports through Delphi analysis

국문 초록 (Abstract)

본 연구는 전문가들의 의견수렴을 통한 결과 도출이라는 전제하의 델파이분석을 이용하여 엘리트 스포츠 미래전망과 발전방향을 도출하였다. 총 4회에 걸친 전문가들과의 피드백을 통해 6개의 변화 영역을 도출하였으며, 각 영역의 구체적인 측면은 첫째, 엘리트 스포츠 기능변화 영역, 둘째, 엘리트 스포츠 제도변화 영역, 셋째, 엘리트 스포츠 선수발굴변화 영역, 넷째, 엘리트 스포츠 지도자변화 영역, 다섯째, 엘리트 스포츠 훈련방법변화 영역, 여섯째, 엘리트 스포츠 재정지원변화 영역이다. 각 영역의 미래 전망과 의견추출을 위해 참여한 전문가 집단은 대상 종목의 협회 및 행정가, 감독 및 코치, 체육학 전공 교수집단으로 총 4회의 델파이 분석 적용을 위해 선정하였다.
엘리트 스포츠 미래전망을 위한 변화 가능성, 희망의 서열상관관계에 있어 변화에 대한 희망과 합의에서 정적인 상관관계가 나타났으며, 다음과 같은 의견이 합의점에 도달하였다.
첫째, 엘리트 스포츠 기능 변화 가능성에 있어 메달 유망종목의 국가지원 확대 가능성이 높게 예측(68%)되었으나, 전문가 집단의 의견은 서로 교차되었다. 학원 스포츠의 프로화와 종목별 선수이동 다원화, 은퇴후 직업사회화 측면은 전문가 집단의 의견이 서로 교차하는 것으로 나타났다. 엘리트 스포츠 비인기 종목 실업팀의 해체에는 반대하는 것으로 나타나, 이에 대한 대책이 시급하다.
둘째, 엘리트 스포츠 제도 변화 가능성에 있어서 학생 스포츠 선수들의 학업관리 제도가 대폭 강화될 것으로 예측된다. 집단간 변화가능성 항목에서 유의차(P＜.05)가 나타났으며, 각 전문가 집단이 희망하는 것으로 나타났다. 엘리트 스포츠 선수들의 학업능력 향상을 위해서 제도 개선이 필요하다.
셋째, 엘리트 스포츠 선수발굴 변화 가능성에 있어서 각 시·도에 과학적인 선수발굴 프로그램과 초등학교 학생들을 대상으로 체력검사 제도가 시행 확대될 것으로 예측되며, 변화가능성 항목에서 집단간 유의차 (P＜.05)가 나타났다. 클럽과 동호회를 통해 엘리트 스포츠 선수가 발탁될 수 있을 것으로 전망된다. 또한 학교체육 프로그램의 운영 과정을 통한 선수선발의 확대 희망 항목에서 집단간 유의차(P＜.05)가 나타났으며, 각 전문가 집단이 희망하였다. 이는 선진국의 엘리트 선수 발굴 체계에 부합된다.
넷째, 엘리트 스포츠 지도자 변화 가능성에 있어서 국가 대표 지도자의 능력 향성을 위한 연수원 설립이 시급하며, 전문 지도자 양성을 위한 기관 설립이 뒷받침 되어야 할 것으로 예측된다. 한편 각 전문가 집단은 선진국 수준의 급여 및 재정수준 향상을 희망하고 있으며, 변화가능성 항목에서 집단간 유의차(P＜.05)가 나타났다. 이는 지도자들의 사기진작 및 경기력 상승요인으로 작용할 것이다.
다섯째, 엘리트 스포츠 훈련방법 변화 가능성에 있어서 유소년 클럽의 확대 가능성이 높게 예측되었으며, 각 집단이 찬성하는 것으로 나타났다. 선진국형의 개별 트레이너제도와 선수촌 역할 축소는 의견이 교차하였으며, 현실적으로 변화 가능성이 낮은 것으로 전망된다.
여섯째, 엘리트 스포츠 개정지원 변화 가능성에 있어서 인기종목의 재정지원 확대와 우수선수의 장학금 지원확대는 서로 의견이 교차하였으나 선수촌의 노후시설 개선에는 찬성하는 것으로 높게 예측되었다. 또한 우수클럽의 재정지원 희망 항목에서 집단간 유의차(P＜. 05)가 나타났다. 예산 확보와 균형있는 재정지원이 엘리트 스포츠에 가장 중요한 문제로 지적되었다.

다국어 초록 (Multilingual Abstract)

This research presents a scheme for the future prospect of elite sports and the development by using Delphi analysis based on the outcome through the convergence of specialists' opinion.
Through total four experiments with feedback from the specialists we have classified 6 areas of change in elite sports as follow. First, the area of change in function of elite sports, second, the area of change in system of elite sports, third in the area of change in discovering athletes of elite sports, fourth, in the area of change in elite sports leaders, fifth, in the area of change in the way of training in elite sports and finally in the area of change in financial support to elite sports.
Total four experiments of Delphi-techniques were applied to acquire each part of result which specialist group was composed of the administrator of each event association, the head coach and coach and the faculty group of physical education major.
The statistical correlation appeared at hope and mutual agreement about change in rank interrelation of hope of change possibility for view the elite sports future, and reached the following agreement.
First, in the area of change in function of the elite sports, the possibility in extended government support for promising medal items was expected to estimate highly at 68%, but each of the specialist group had different opinions.
The specialist group has shown different opinions on the aspects of socialized job career after retirement, diversification of player transfer and the professionalization of institute sports However, they are against the dismissal of business team of unpopular event in elite sports; therefore, a substitution plan should be urgently needed.
Second, in the area of change in system of the elite sports the management system of student athletes' academic records is expected to be intensified.
The data has shown that significance value (P＜.05) of existence appeared on the possibility of change item and also shown that each specialist group hoped to be so.
As a result, it needs to improve the academic ability for elite sports athletes.
Third, in the area of change in discovering athletes of elite sports, scientific discovery program for athletes and physical test system for primary school students arepredicted to be magnified. And the data has shown that the significance value (P＜.05) of existence between groups appeared on the possibility of change item. Elite sports players are expected to be headhunted from amateur clubs and sports society clubs.
Also, the data has shown that the significant value(P＜.05) of existence between groups appeared on the item which was the prospect of increase of numbers of players who are selected through the process of physical education program at schools, and it also shown that the specialist groups hoped to be so.
This corresponded with the system of discovering elite players in advanced countries.
Fourth, in the area of change in elite sports leaders, the establishment of training institutions formational team coaches is needed urgently to improve their abilities, and also the foundation of organization for special leader should be supported to produce.
In the meantime, each specialist group is hoping to get the salary on advanced nation level and a raise of financial level. And the data has shown that the significance value (P＜.05) of existence between groups appeared on the possibility of change item.
This may affect on inspiring leaders' morale and enhancing the performance.
Fifth, in the area of change in the way of training in elite sports, the extension of numbers of youth clubs was highly predicted, and each group reached an agreement.
Each group had different opinions on the individual trainer system in some advanced country and the decreased role of player's village and the realistic possibility of change in this matter is expected to be low.
Sixth, in the area of change in financial support to elite sports, each group had different opinions on the extension of the financial support for popular games and of the scholarships for excellent players but the improvement for out-of-date facilities at athletes' village was highly estimated with an agreement.
Also, the data has shown that the significance value (P＜.05) of existence between group appeared on the excellent club's finance support item.
Consequently, it is the most important thing to secure the finance budget and balanced support in elite sports.
