평화교육을 통한 초등학교 통일교육 = (A) Study on Unification Education at Elementary School through Peace Education

국문 초록 (Abstract)

인간은 누구나 평화로운 세상에 살기를 원한다. 평화를 실현하기 위한 평화교육은 세계 각국에서 다양한 방법으로 실시되고 있다. 그것은 지역과 역사적으로 처한 조건에 따라 나라마다 다르게 나타나고 있는데, 분단 상황에 있는 우리나라는 분단을 극복하기 위한 통일교육의 형태로 나타나고 있다. 분단 상황을 극복하고 평화와 통일을 이룩하기 위한 이 시점에서 그 필요성은 더욱 커지고 있다.
학교에서 행해진 지금까지의 통일교육은 통일에 대한 구체적이고 실천가능한 지식과 방법을 알려주는데 미흡한 점이 많았다. 즉 학생들이 지녀야 할 평화에 대한 개념 파악, 타인과의 갈등문제 해결, 다름을 인정하는 자세 등에 대해서는 관심이 부족 했을 뿐만 아니라 평화를 유지하고 만들어가는 실질적인 능력을 길러 주지 못하였다. 따라서 본 논문은 초등학교에서 통일교육의 과제를 평화교육적으로 접근하여 고찰해보고, 이를 바탕으로 통일교육의 새로운 방향을 모색하고자 한다.
통일교육의 새로운 방향을 모색하기 위한 연구의 진행은 평화교육과 관련된 국내·외 및 제주 평화교육자들의 저서 및 여러 논문들을 분석하여 평화교육의 내용과 방법을 살펴보았다. 또한 교육과정의 변천에 따른 기존의 통일교육의 문제점도 함께 고찰하였다.
이를 바탕으로 통일교육과 평화교육에 관한 논의를 좀더 구체화하여 평화교육의 관점이 적용된 통일교육의 새로운 방향을 검토하였다. 즉, 평화교육적인 관점에서 통일교육을 전개하는 것으로 평화교육의 개념을 열어두되 한반도의 상황을 고려하여 평화교육의 가지고 있는 장점과 문제의식을 통일교육에 투입하는 방안이다. 이에 따라 평화교육의 관점이 반영된 통일교육의 방향을 다음과 같이 설하였다.
첫째, 평화에 관한 통일교육이다. 여기서는 평화의 개념, 전쟁에 관한 교육, 분단의 원인과 폐해, 올바른 통일의식을 기르는 것으로 학생들이 알아야 할 평화와 통일에 관한 지식적인 면을 강조하였다.
둘째, 평화를 통한 통일교육이다. 여기에는 평화로운 학습 분위기 조성, 평화적이고 합리적인 토의 능력중시, 평화를 만들어 가는 과정의 중요성, 갈등의 평화적 해결, 평화중심적인 교수 학습 능력 등이 포함된다. 특히 평화를 유지시키고 통일을 이루어가는 과정에서의 기술적인 면을 강조하였다.
셋째, 평화를 위한 통일교육이다. 여기서는 상호 이해를 바탕으로 한 북한이해 교육, 다름을 수용할 수 있는 태도, 공동체 의식을 함양하는 교육, 우리 사회 안의 평화와 화해를 추구하는 것으로 평화와 통일을 이루기 위해서 지녀야 할 태도를 강조하였다.
이러한 평화교육적인 통일교육의 활성화를 위하여 평화교육적 통일교육 프로그램 개발, 북한이해를 위한 통일교육과정 편성, 교사의 전문성을 위한 연수강화, 실천중심적 교수 -학습방법 전개, 지역과 연계한 통일교육프로그램개발 및 특화된 통일교육 기반이 조성 등을 과제로 함께 제시하였다. 아울러 제주도 통일교육의 현주소를 점검해봄으로써 평화의 섬 제주가 통일교육의 메카로 성장할 수 있는 가능성도 검토해보았다.

다국어 초록 (Multilingual Abstract)

All human beings are eager to live a peaceful life. Every country has its own peace education model to realize peace. Its model is based on its geographical and historical circumstances. Accordingly, Korea's peace education has been executed to unify the divided country. The peace education is more and more necessary considering the situation that we Koreans should overcome the problems caused by the division, and attain peace and unification.
The present unification education at school is insufficient to provide appropriate and practical knowledge and methods. That is, it seems that teachers pay little attention to the education for concept of peace, the solution of conflicts with others and the respect to others. In addition, it is true that present education is not sufficient enough to cultivate the ability to keep peace and create it.
In this sense, this study tried to approach the task of unification education, based on peace education. It also tried to find a new method for unification education.
The purpose of this study is to find a new model of unification education. For this purpose, various books and papers written by peace educators home and abroad were analyzed. Additionally, this study tried to reveal the issues of the existing peace education caused by the change of educational curriculum.
On the basis of the analyses, this study tried to approach a new way of unification education based on the view of peace education. In the view of peace education, unification education should be developed by using the merits of peace education considering the circumstance of the Korean Peninsula while holding the concept of peace education. Accordingly, the unification education models based on peace education can be summarized as follows;
Firstly, the unification education should emphasize the knowledge which should be acquired by students including the concept of peace, the misery of war, the reasons and damages caused by the division.
Secondly, the unification education should be developed through realizing peace. This includes the creation of peaceful learning atmosphere, the importance of peaceful and reasonable discussion culture, the importance of the procedure of peace creation, the peaceful method to relieve conflicts, and teaching and learning methods based on peace. Especially, the methodology to keep and realize peace is emphasized.
Lastly, the unification education should be developed to realize peace. On the basis of mutual understanding, the attitudes towards North Korea should be emphasized; understanding North Korea, adopting the mutual differences, cultivating the sense of community and pursuing peace and reconciliation in our society.
To promote the unification education through peace education, this study presented the necessities for development of unification educational programs, for establishment of new curriculum, and for teachers' strengthened training practice. It also suggested practice-based teaching and learning method development, the necessity for curriculum development based on the community and the successful establishment of infrastructure for specialized unification education. In addition, this study examined the present situation of Jeju provincial unification education to check the ability to promote Peace Island of Jeju Province as a pivotal role.
