It was a long wish for the Europeans to establish supranational institution through which the Europe can speak out and act as one in world stage. Being surrounded by unexpected and uncertain external environment, the voice that the EU should reinforce its Common Foreign and Security Policy has been increasing, and discussions on the CFSP have regularly been put out on the table since 1950s. Nevertheless, it has not been able to achieve distinguishable development, largely due to the sensitive nature of this policy; the concept of foreign and security, which are the most salient issues for each of Member States.
This thesis purports to examine the European Union’s promotion of Common Foreign and Security Policy and consider new challenges now CFSP has been seriously confronting since the ‘9/11 Incident’. In the first chapter, this study will retrospect on the progress of the CFSP to provide better understanding of the CFSP. The second chapter, then, examines practical evidences which evidently emerged after September 11th. This chapter will analyze aftermath of the ‘9/11 Incident’, broadly dealing with two consequences in terms both of external and internal relations of the EU; for external relations, this thesis focuses on the transatlantic relationship between the EU and the US, and for internal relations, this study will discuss the reality of the EU, which turned out to be oscillation and cleavages among the Member States on the CFSP. The third chapter presents new challenges which the EU is confronting and continues to discuss how will the EU cope with upcoming challenges of the CFSP for the future. Every issue discussed in all three chapters will be combined in the concluding chapter.
The EU, surrounded by various political cultures and different interests of each Member States, provides the prime example of how supposedly egoistic states can create a sense of common purpose and act as one. The EU has been increasingly expected to be a crucial global leader who can balance the world power and facilitate the global peace and security. In order to achieve more enforced and unified Europe and take responsibility for the global peace and security, the EU has to further strive to develop CFSP.
