This study is intended to find how to establish and activate workers' retirement pension policy by drawing out the problem through a questionnaire survey with workers and suggesting a desired plan.
The methodology used were literature study and empirical study. Various books and researches, policy, and statistics related on social security and retirement allowance policy were examined for literature study, while a questionnaire survey was conducted with corporate workers for empirical study.
For cost and time effectiveness, 200 participants were selected based on significance sampling, a non-probablistic sampling: at first 10 businesses in Seoul and Kwangjoo were sampled and 20 workers each business selected at random.
The questionnaire consists of a total of 34 items: 9 items of general matters on retirement pay, 5 items of old age life, 6 items of retirement pay policy, and 14 items of retirement pension policy.
The survey was conducted from April 2nd to 15th, 2005 by visiting large, middle & small businesses as well as public enterprise in Seoul and Kwangjoo, and of 200 pieces distributed, 188 pieces were collected and only 160 pieces were used for the study, with the exception of deficient 28.
The SPSSWIN 12.0 program was used to find t-test, a test for average difference, One way Anove, and cross analysis x²(p), at each significance level of p<0.5<, p<0.1, and p<0.01.
Some of workers replied that they rest on retirement plan for their old age, while others had prepared for old age based on national pension, individual pension, and savings.
Workers have recognized that retirement pay will be somewhat helpful for old age. Since they have highly considered that a lump sum of retirement pay can be reinvested for old age, workers have highly inclined to use retirement pay for their old age, suggesting their higher expectations on it.
In addition, many of responses show that job selection and transfer to another job are affected by retirement policy, suggesting that stability of retirement policy will reassure workers about their old age and reduce workers' walking out on their jobs.
In terms of satisfaction with the current retirement policy, many show a relatively high satisfaction, but 47% of respondents said 'so-so,' showing the retirement policy has much to be desired. So, it is urgent to make a satisfactory retirement policy for workers.
In particular, many of workers responded that it is a lack of benefits for long-service workers, rather than the sum of retirement pay, suggesting a plan that will make long-service workers, who contributed to a business for a long time, keep good living for old age.
Workers who have known retirement pension policy and those who have not reach a similar rate, showing that still many have not been informed of it. It suggests the necessity of advertising retirement pension policy prior to its execution.
To the extent that many workers agreed to retirement pension policy because it helps keep their good living by receiving a regular amount every month, a regular monthly payment after retirement will bring about living stability for old age to workers who have lived with a regular monthly income as same as before retirement.
In opposition to retirement pension policy, a majority of workers responded that our retirement policy is not reliable. So, it is definitely necessary to guarantee the demand and supply for the establishment of retirement pension policy, especially for the workers who have no trust on our retirement pay policy even though they have known the necessity.
As the alternative to a complete reimbursement of retirement pay, many of respondents chose 'retirement insurance.' So, it is necessary to effect a retirement insurance within a business so that it may minimize the burden of risk for workers.
Particularly, to the extent that many workers respond that the insurance of retirement pension payment due to the bankruptcy of the charged organization should be a nation's liability or nation and business owner's cooperative liability, not a sole liability for business owner, government should not ask businesses to be fully responsible for individual retirement pension, but share with such responsibility with businesses by creating a security agency of retirement pension.
Also, a overwhelming rate of workers responded that retirement pension receipt should be exempted from any taxation, showing that workers' great burden on tax imposed on retirement pension.
Moreover, many workers responded that business owners' burden as well as individuals will be reduced when retirement payment is treated damage cost for business or under tax-exemption, showing individuals' highly recognition that businesses will be benefited from tax-exemption to retirement pension.
So, it is necessary to improve tax-systems in order that businesses as well as individuals consider retirement pension policy to be good because of its benefits resulting from tax-exemption and damage cost treatment.
To establish retirement pension policy, it should be eliminate interim settlement system. As the alternative, it should be developed an extended financing and funding that has been limited to the mid-term withdrawal of retirement pension.
