90년대 중앙집중형 시민운동의 한계와 변화에 관한 연구 : 경실련, 참여연대의 활동을 중심으로 = (A) study on the limit and change of the centralized '90s civic actism : focus on the CCEJ, PSPD

The purpose of this study is to clarify the cause of a crisis of centralized civic activism in ''90s, and to try to find out a solution to new civic activism method. With working for typical NGOs(Non Governmental Organization) in ''90s, Citizens'' Coaliation for Economic Justice(CCEJ) and People''s Solidarity for Participatory Democracy(PSPD), this study has aimed to propose a new way of breaking through a crisis of activism ; which has emerged in typical NGOs in ''90s, faced of critical situation, and inquired a developmental need of post-modern civic activism since 2000.$$a$$aThe reason why the ''90s civic activism on the basis of fairness, transparency, equality are revealed in the activities of CCEJ and PSPD became into the crisis is due to a structural limitation of the NGOs in ''90s. The structural limitation of NGOs in ''90s is the centralized-movement method they have had, it is not valid and proper method because of the political, social change since 2000.$$a$$aIn order to break through the crisis of ''90s civic activism , first, they need to be reconstructed a new movement task on the basis of the post-modern value(ecology, peace, gender, human rights etc) which was based on the established movement performance. Second, ‘90s civic activism organizations need to break through a centralized movement method. For the sake of breaking through the centralized movement method, they need to change the network method on the basis of internet, to join the new developmental popular base on the internet and local, and individual to be enlarged voluntary participation by the medium of internet. Third, ''90s civic activism needs to be more differentiated and specialized than ever before.$$a$$a

국문 초록 (Abstract)

본 논문은 2000년 이후 정체상태에 있는 시민운동의 위기가 90년대 중앙집중형 단체들의 위기임을 밝히고 시민운동의 새로운 방향을 모색해 보기 위한 것이다. 90년대 시민운동의 대표적 현상이자, 90년대 시민단체들의 전형인 경실련과 참여연대, 두 단체를 주요한 대상으로 하여 90년대 시민단체들이 위기에 빠지게 된 구조적 원인을 분석하고 2000년 이후 성장하고 있는 탈근대적 시민운동, 지역과 인터넷을 기반으로 한 시민운동의 성장이 시민운동의 새로운 방향과 위기 극복의 단서를 제공해 주고 있다.$$a$$a공정성과 투명성, 형평성에 기초한 90년대 시민운동의 가치와 활동방식이 경실련과 참여연대의 주요한 활동과제 및 활동방식에 잘 드러나고 있으며, 87년 이후 한국사회의 변화와 함께 중요한 사회적 성과를 이루었지만, 그 성과를 가져 온 두 단체의 활동 방향과 과제가 오히려 90년대 후반부터는 사회적 비판의 근거가 되고, 2000년 이후에는 변화한 정치 사회적 환경에 조응하지 못하고 위기에 처하게 된다. 90년대의 시민운동이 위기에 처한 것은 2000년 이후 시민운동을 둘러 싼 정치적 사회적 환경의 변화도 있지만 무엇보다 90년대 시민단체들이 갖고 있는 구조적 한계에 기인한다.$$a$$a2000년 이후 성장한 탈근대적인 가치지향을 갖는, 인터넷과 지역에 기반한 운동의 성장과 개인들이 이끄는 운동의 성장은 시민운동의 지형을 새롭게 하고 있으며 논문은 이러한 운동의 성장에 대한 분석을 통해 향후 시민운동이 모색해야 할 운동의 가치지향과 운동의 방법에 대한 내용을 밝히고 있다.$$a$$a90년대 시민단체들이 위기에 빠지게 된 구조적 원인은 90년대 시민단체들의 중앙집중형 운동방식에 있으며 2000년 이후의 정치 사회적 변화는 더 이상 그러한 운동방식이 적절한 운동방식이 되기 어렵다는 것을 확인해 준다.$$a$$a90년대의 시민운동이 위기를 극복하기 위해서는 첫째, 2000년 이후 사회적으로 제기되고 있는 탈근대적인 가치에 기초한 운동의 과제들을 기존의 운동적 성과위에서 재구성하는 것이 필요하다. 둘째는 중앙집중형 운동방식의 극복이 필요하다. 이를 위해서는 인터넷에 기반한 네트웍적 운동방식으로의 전환이 필요하며, 인터넷과 지역에서 성장한 새로운 운동으로 넓어진 운동의 대중적 토대와 결합하고 특히 인터넷을 매개로 자발적으로 참여하며 역할이 확대된 개인들과 관계 맺는 일이 중요하다. 셋째는 90년대의 시민단체들은 이를 위해 더 분화하고, 전문화하고, 집중화된 과제를 중심으로 활동하는 것이 필요하다.$$a$$a결과적으로 시민운동의 위기를 극복하는 것은 기존의 운동방식에 대한 성찰을 통해 과거의 방식을 지양하고 정치적 사회적 환경변화와 탈근대적 가치에 기반한 자유로운 개인들의 참여가 확대된 새로운 운동의 흐름들에서 극복의 단서를 찾아내고 이를 발전시킬 때 가능하다.$$a$$a
