빈곤노인의 소득보장 방안에 관한 연구 = A Study on Method to Guarantee Income for Poor Old People

국문 초록 (Abstract)

오늘날 대두되고 있는 노인문제를 국가적인 책임과 의무로 받아들여 새로운 인식과 의지의 결단으로 21세기를 대비한 노인복지 정책에 심혈을 기울여야 한다. 그 동안 소극적이던 노인정책에서 탈피하여 이제는 모든 노인을 대상으로 하여 건전한 생활을 보장하고 사회활동에 능동적으로 참여할 수 있도록 실정에 알맞은 노인복지정책을 개발 발전시켜야 하는 것은 미룰 수 없는 당면과제이다.
본 연구는 빈곤노인의 생계유지 및 안락한 노후생활을 보장할 수 있는 기본적인 대책으로 제도적 측면인 공공부조 제도와 경로연금제도, 경로우대제도를 파악하여 빈곤노인들의 미래사회 문제에 대해 적극적으로 대처해 나갈 수 있는 소득보장정책의 방안을 제시하는데 있으며, 연구방법으로는 문헌연구로 연구를 행하였다.
빈곤노인을 위한 소득보장제도의 개선방안으로는 첫째, 국민기초생활 보장제도는 고령 계층을 위한 특별한 제도라 하기보다 연령, 근로능력 인구특성에 관계없이 국가가 정한 최저생활 수준을 유지하는 최종안전망이다. 둘째, 경로연금의 역할의 확대가 필요할 것이다. 연금수급권을 확보하지 못한 노인들이 공적 소득보장의 사각지대가 발생할 것으로 예상되며, 셋째, 경로우대적인 측면에서는 긴급보호제도의 도입과 노인복지재정의 확충이 필요하다, 경로우대제도는 지역간의 편차를 해소하는 등 전국적인 기준안을 마련하여야 할 것이다.
이와 동시에 정부, 지역사회, 가족, 개인 등 다양한 차원에서 적정한 역할분담을 모색하는 등 공동체적인 노력이 절실히 요구되며, 선진국의 경험과 우리의 역사적 전통, 의식, 경제상황 등을 감안한 한국적 노인복지 모형의 개발이 요구된다고 하겠다. 이러한 모든 문제를 정부의 노력만으로는 해결하기는 어려운 것이므로 민간이 보완적인 역할을 분담할 수 있도록 제도개발 및 유인책을 지속적으로 강구해 나가야 할 것이다. 이를 위해 건강한 가족제도, 지역사회의 상부상조정신 등 우리 사회의 장점을 유지 발전시킬 수 있도록 사회경제적 유인제도를 강화해야 할 것이며, 가족제도의 장점은 살리되 국가경제 능력에 알맞고 그러면서도 오늘만의 노인이 아닌 내일의 노인을 위한 장기적인 안목으로 물질적 측면과 정신적 측면을 균형 있게 발전시킬 미래지향적이고 효과적인 노인복지정책을 수립해 나가야 할 것이다.

It is time to put every efforts to welfare policy of old people to cope with the 21st century with a new recognition and commitment by accepting problem of old people that has been emerged today as national responsibility and obligation. It is urgently required to develop welfare policy suitable for current situation so as to guarantee healthy life and active engagement in social activities by breaking away from old people policy.
This study aims to present the policy to guarantee income for actively coping with future society problem of poor old people by recognizing institutional measures such as public help system, pension system for senior citizen and preferential treatment on old people, as basic measures for guaranteeing stable life at old age and making a living for poor old people. This study adopted literature review as a study method.
As an improvement method of system to guarantee income for poor old people, first, national basic life guarantee system is not a special system for old people, but final safe network of keeping the minimum living level determined by country, irregardless of age, labor ability and demographic feature. Second, it is expected to cause blind spot of public income guarantee to old people who failed to obtain pension acquisition right and is required to expand the role of pension for old people. In terms of respect for old people, it is required to introduce emergency protection system and to expand finances for welfare of old people. Third, nation-wide plan should be prepared to solve deviation between regions for preferential treatment on old people.
At the same time, it is required to obtain community-level efforts including assignment of roles from various aspects such as government, community, home and individual, and to develop Korean type of welfare model for old people in consideration of experience of advanced countries and our tradition, awareness and economic situation. Since it is difficult to solve all problems only with government efforts, it is also required to continuously develop system for sharing of supplementary role by civilian and to find out incentive plan. For this purpose, it is required to reinforce social/economic incentive system to keep and develop strength of our society in regional society and sound family system, while establishing future-oriented and effective welfare policy for old people that can develop both physical and mental aspects with long-term judgment for ole people of tomorrow, not only for old people of today.
