The communal society requires government even without mentioning the debates by Hobbes(1962) or Masters(1989) on the 'necessary evil' or 'necessary good' of government. First of all, these administrative services provided by government should contribute to the improvement of the quality of life for nationals who are the members of communal society. With the advent of full-scale era of local autonomy system, the desire for local welfare and interest in the quality of life as well as the interest in 'small government' in the region was increased by residents.
But, the difference in the expectation level of local residents on the welfare service for the new environmental change like localization by implementing local autonomy system and welfare administration of local government for the local residents has been occurred. In addition, the level of local welfare in Korea is very insufficient in comparison with that of economic development, and the relative systems have not prepared systematically.
And, the financial inferiority of local government affects as obstacle against activation of local welfare.
Based on these critical minds, the purpose of this study is to propose the direction and alternative plans on the adequate measures of local government, especially of basic local government against change in demand of welfare and reception of local welfare by local residents. Therefore, the study on welfare administration of local government which plays a pivotal role to the welfare and life of local residents in consideration of regional characteristics is necessary.
The degree of satisfaction on the various living conditions and the effects on the degree of satisfaction with general living, quality of life, level of local welfare by these living conditions were reviewed in this study with the object of local residents in county region of local government.
According to the results of this analysis, the degree of satisfaction on general living conditions of local residents was better for the present than for the past, and was expected even better for the coming future. The leisure culture, natural environment, economy as well as family, occupation, health were included in the important factors affected to the satisfaction with living. In accordance with the complicated living styles and the diversified desires of residents, it was evident that the degree of satisfaction with the quality of life can be enhanced not only through satisfaction with health and desire for welfare but also through satisfaction with complicated living conditions. In addition, as for the appraisal on the level of local welfare, the actual appraisal by residents was rated low in spite of the efforts of civil servants who provided local welfare services to improve welfare through manpower and budget. Finally, the county-based local residents selected another region to satisfy with education, leisure and culture because of their high degree of dissatisfaction with them. This might be linked with the difficulties in county-based local economy.
The direction of development for the local welfare to improve the quality of life for local residents and to continue development of local society is proposed as follows.
First, it is for the field of local welfare service. The requirement for welfare service is no longer limited requirement occurred in the low income class only.
The political alternative plans of the basic local governments to improve quality of life have a meaning for the basic local governments to provide their residents with given conditions worth living like those of big cities. Especially in case of the small local government, it is necessary to provide welfare service to satisfy the desires of local residents for leisure and culture.
Second, the administrative organization of basic local government for the local welfare should make every effort to reflect desires of local residents for social welfare more accurately and to provide adequate services. Especially, the administrative organization for the local welfare should prevent duplicated supports or omissions by utilizing civil resources of the region sufficiently and establishing networks.
Third, the specialized manpower in charge of local welfare should be employed and the opportunity of accumulating specialized knowledge through continuous training and of exchanging experiences each other should be prepared. The welfare services should be promoted toward the direction to enhance degree of satisfaction on the quality of life and local welfare by providing adequate welfare services to the local residents through specialized manpower.
Fourth, the extensive taking advantage of civil resources is preferentially required at the dimension of realization of autonomy ideology and improvement of national welfare. This will make local residents enhance the pride and sense of belonging as local resident by giving opportunity of voluntary participation in the development of local welfare for the region.
Fifth, the local welfare improving quality of life should not be limited at the welfare administration for the special classes who are beyond reach of social minimum level. Therefore the administration related with quality of life should be started with basic acknowledgment of local welfare targeted for all the local residents. Because the welfare administration of local government should be the community-oriented administration to make regional society to be a real community.
Sixth, the welfare administration of local government should be promoted on the basis of policy focused on the important fields of living and concentrative investing. Especially, the most important thing is to establish administration and policy improving basic quality of life for the local residents in daily life.
