국문 초록 (Abstract)

영문초록:The purpose of this study is to examine the local press on the process of policy in the local government. The local press take charge of key function in the policy-making process. In concrete terms, local press not only contribute to the control of the local government by the public through observing policy-making process and citizening policy, but also public opinion in the policy process. The sampling that public officials was two hundreds and The collected datas were analyzed by using SPSS-PC package program and made the frequency analysis to understand the general characteristic of person asked. ANOVA, person corr, and regression analysis were made to test the hypothesis set. The results of research , the states will have to performs the policy making process is full with the importance of Mass-commun ication, for it connect with public interests. the states will have to performs the policy according to the people's political systems and possible variables and the problems of political development. In this connect when the participation was not to some extent opened to the people, we cannot predict the mass-communication. Consequently what fulls behind of political development will be expected thus the fair public allocation to the people cannot be made. In conclusion, the role of public policy improve people's value allocation the role of mass-communication represent people's needs. public society should achieve people's needs through desirable public opinion; mass-communication makes public opinion formation
