유비쿼터스시대의 장애인 정보통신 접근성 제고에 관한 연구 = A Study on Improving the Accessibility of Information and Communication for the disabled in ubiquitous era

국문 초록 (Abstract)

본 연구에서 신체적 장애로 이동과 의사소통이 어려운 장애인을 위하여 접근성 기능이 적용된 유비쿼터스 컴퓨팅 기술의 국내외 정책 및 기술동향을 분석하고, 정보통신 접근성 제공 방안을 제시한다.
정책동향에서는 일본 및 미국, 유럽에서 유비쿼터스 기술 적용 시 장애인을 위한 기술을 적용 하기 위해서 정책을 수립해서 추진하는지에 대한 소개와 우리나라에서 추진하는 유비쿼터스 관 련 정책에 대하여 소개하였다. 또한, 정책에 의해 선진국 및 국내에서 에서 추진하고 있는 기술개 발 및 시범사업에 대한 조사를 통해 유비쿼터스의 컴퓨팅 환경에서 장애인과 고령자에 대한 정보 통신 접근성 제고 방안을 제시하였다.
연구결과 장애인을 위한 정보통신 접근성 제고 방안은 첫째, 장애인도 소비자로 생각하고, 둘 째, 기획단계부터 접근성을 고려해야 하며, 셋째, 장애인을 위한 기술개발 지원체계가 필요하며, 넷째, 기업의 제품개발에 장애인 사용자의 참여가 필요하다.

다국어 초록 (Multilingual Abstract)

In this study, domestic and foreign policy and technology trends of ubiquitous computing with accessibility function are analyzed for the disabled people who have difficulties in mobility and telecommunication because of their physical disabilities. Also a plan to provide accessibility to information and telecommunication for those people is suggested.
It is introduced in policy trends that the process of policy establishment for applying the ubiquitous computing technology to the disabled people in Japan, the United States and Europe. Additionally the policy about ubiquitous technologies for those people in Korea is described.
An enhanced plan for a better accessibility to information and telecommunication for those who are the disabled and the elderly under ubiquitous computing environment is suggested through the investigation on technological development and demonstration projects in progress by the policy in some developed countries and Korea.
After an intensive study show that the enhanced plan for a better accessibility of information and telecommunication for the disabled people requires: first, to consider the disabled as a consumer, second, to take account of accessibility in the stage of planning, third, to have an assistive system to technology development for the disabled, and fourth, to participate the disabled users in product development of companies.
