사회서비스기관 성과평가지표체계 개발을 위한 연구

다국어 초록 (Multilingual Abstract)

This Study aims to review Korean social service performance evaluation system by reflecting the main policies of social service performance evaluation in UK, USA. The review is designed to develop new evaluation system and verify its validity.
We have reviewed the concepts of performance evaluation and its policies in UK, USA and Korea and proposed relevant performance evaluation system based on the established system performed in the human service settlement in Korea.
We have studied important tasks of relevant performance evaluation system through focus group interviews with social work practitioners and professionals and made the questionnaire to have a survey.
Most people surveyed agreed to the adoption of new performance evaluation system. Through empirical research have we confirmed uni-dimensionality of performance evaluation by items analysis and 5 factors(input1, input2, process, output, outcomes) of its structure. In addition we have identified its internal consistency by reliability test and convergence validity by validity test.
The evaluation system proposed by this study is expected to be used as performance-centered evaluation index applicable to Korea, bridging the difference between the performance-centered management in UK, USA and process- centered management in Korea.
