    This article suggests that although possibility and frequency of war between big powers have been remarkably decreased, transnational threats have been highlighted in the process of rapid technological development and globalization. Recent drastically increasing acts of piracy in the near sea of Somalia are revitalizing international responses because those acts are not just simple plunders taking ransoms but behaviors making UN relief food transportation to save the poor facing starvation impossible, threatening safety of maritime communications, and having possibility to impair international peace especially when the ransom money goes into the Moslem terrorists in Yemen or Somalia. Our government has decided to deploy a naval vessel in order to protect our ships and for international maritime safety. It is desirable to apply three factors simultaneously; self protecting endeavor by individual ships and shipping companies; active cooperation and support by government offices; convoy by naval vessels. It is essential that the Korean Navy explore ways minimizing damages from piracy by strengthening multinational navy cooperation with the US, Japan, China and Russia as well as other navies through participation on the multinational naval operations.
