다문화사회에서 이주민의 정치 참여: 독일의 사례를 중심으로 = The Political Participation of Immigrants in Germany

국문 초록 (Abstract)

독일은 「기본법」 개정을 통해 1992년에 유럽연합시민들에게 지방 차원의 선거권과 피선거권을 부여했지만, 유럽연합이 아닌 제3국에서 온 이주민들에게는 아직도 지방선거권을 부여하고 있지 않다. 선거권은 민주주의를 구성하는 가장 기본적인 요소의 하나라는 점에서 독일에 삶의 터전을 가지고 장기간 거주하고 있는 외국인에게 선거권을 유보하고 있는 것은 독일 민주주의의 결함으로 비판받고 있다. 독일의 진보정당들은 다문화사회의 도래와 함께 주요 정책과제로 설정된 국민통합을 확실히 성취하기 위해서는 정치적 통합이 반드시 이루어져야 한다고 주장한다. 정치적 통합은 바로 외국인이주민에게 일상생활과 밀접한 연관을 가지는 지방정치에 대한 참여와 지방선거권을 통해 성공적으로 달성될 수 있다. 외국인이주민의 지방정치 참여를 위해 진보정당들은 연방 및 주의회에 지속적으로 외국인의 지방선거권 부여를 위한 안건을 제출하고 있다. 본 논문은 지방선거권 문제를 둘러싼 의회에서의 정당 간 논쟁과 외국인의 정치 참여를 위한 대안으로 국적취득과 외국인자문위원회를 중심으로 독일에서 외국인이주민의 정치참여를 고찰하는 데에 목적이 있다.

Germany has granted EU citizen a local voting right and electoral eligibility through the amendment of fundamental law in 1992, but not for immigrants from outside of EU member countries yet. Considering voting right as one of the fundamental elements constituting the system of democracy, the fact that Germany has been reserving the any hasg that right for people who have been livasg in country for generations can be thought of a systemic defect of democracy in Germany. With multi-cultural society arrived, German progressive parties assert for political intecal intefor nation-unificl intewhich is instituted as a main political subject. The capability for participation in local politics and voting right granted for immigrants would be able to a political intecal intethey wish to aicaeve.argain, progressive parties have been constantly submitting bills recarding a grant of local voting right to immigrants. This paper is aiming at studying cases as follow; controversies among parties in assembly, acquisition of nationality as an alternative for political participation for immigrants, actual cases of political participation for immigrants in Germany based in ‘consultation committee for immigrant.’
