This paper analyzed the meaning of the discourse of the resistant movement forces' democracy in South Korea leaning on Jacques Ranciere's conceptual division between 'la police' and 'du politique'. Basically the discourse of the resistant movement forces' democracy influenced provided positive effect on the resistance against coercion and irrationality of the developmental dictatorship regime in South Korea. However the rationality under their democracy concept included desires for achievement of capitalistic efficiency. With affirmative position for the capitalistic productivity, they aimed for democracy under the principle of fair distribution by the personal abilities. This was related the principle of 'la police' as the distribution of the common wealth. Even their critical position on the expansion of social inequality, it was hard to resolve the inequality while they pursued democracy as the way of distribution of common wealth according to their abilities under the capitalist competition system.
As a consequence of the modernization project of fatherland, though the common wealth grew up rapidly, the phenomenon of social polarization intensified deprivation of the people excluded from the distribution of common wealth. After late 1960's, the democracy of the resistant movement forces began to be characterized by raising the agenda made the excluded people to be visible in public sphere. Especially from the death of laborer Cheon Tae Il, critical activists and intellectuals thought the 'oklos' , who excluded from the community, as social existence, and they raised the questions "the modernization project for whom, the growth of economy for whom". Korean populists, included An Byung Moo, named the people 'Min Joong' excluded from the vested interests of social community, they sought the possibility of 'du politique' with reorganizing the operating principle which would be added the excluded people's share.
