    Recently, while social service in Korea has been expended significantly, there are still profound confusion in the system mainly due to the lack of consistency in reforms. Therefore, this study attempt to find implication from New Labour’s social service reform following establishment government-centred social service system in the 1970s and maketasation reform in the 1990s. In order to go beyond simple description of policy reforms, texts of key policy documents–White Papers and Green Papers–are analyzed with comprehensive framework including recognition of challenges, policy objectives, philosophical approach, role of actors, interpretation of citizenship, and major strategies. Also analysis of contemporary literatures is conducted to compare them with the Government approach.

    Recently, while social service in Korea has been expended significantly, there are still profound confusion in the system mainly due to the lack of consistency in reforms. Therefore, this study attempt to find implication from New Labour’s social service reform following establishment government-centred social service system in the 1970s and maketasation reform in the 1990s.
