국문 초록 (Abstract)

현대사회에서는 재난이나 재해가 미치는 영향의 광범위성과 정부-민간 파트너십의 강화 경향으로, 재난관리에 있어서도 거버넌스적 접근의 필요성이 강조되고 있다. 또한 재난 현장에서 일선 대응을 담당하는 지자체나 지역사회의 역할도 점차 중요시되고 있다. 본 고에서는 이러한 흐름을 배경으로 지역의 효율적 재난관리 거버넌스 구축을 위한 방안간의 우선순위를 분석하기 위하여 부천시 일반공무원, 소방ㆍ경찰공무원, 자원봉사자들을 대상으로 AHP 설문을 실시하였다.
세 집단의 설문을 종합한 분석결과에 의하면 재난관리 거버넌스 구축을 위해서는 시민의 안전의식 및 대응능력 제고가 가장 중요한 것으로 나타났으며, 다음으로는 재난관련 민간단체 협의회의 활성화, 효율적인 총괄지휘본부 구축 등이 중요한 방안으로 나타났다. 이러한 분석결과는 재난관리에 있어서 거버넌스적 접근이 유효하다는 것을 반증하고 있다. 아울러 우리 사회에서 재난관리 네트워크가 효과적으로 작동하기 위해서는 사회적 자본의 축적이 중요하다는 점도 지적하였다.

Regarding the characteristics of public services provided by the disaster management system(DMS), we should recognize DMS as the practice of connectedness and integration of network governance.
The purpose of this study is to search the successful factors to build the governance system for the effective disaster management of Korean local government. To achieve this purpose, this study analyses Bucheon City through AHP method. Major findings of this AHP research are as follows.
The connectedness of NGO groups and setting up the control headquaters are very important factors. And the improvement of learning capacity and professionalism of disaster experts and governance participants are also very important.
