In the post cold war era, the problem of refugees became one of the most difficult and important issues to be solved by international community. The number of refugees has been continuously increasing around the world due to the various reasons, such as race conflict, religion conflict, politics conflict, and environmental devastation, etc. Another trend in the refugee problem is that the scale and the character of refugees arising in one event are radically changing. The new phenomenon can be characterized as "mass exodus" or "large-scale influx".
In South-North Korean relations, the problem of refugees also became one of the most difficult and important issues to be solved. The number of North Korean refugees has already reached more than 100 thousands. There is also probability to arise large-scale North Korean refugees due to the unstable political situation and devastated economy.
This paper examines the possibility and assumed type of "large-scale" North Korean refugees. Then, it analyzes the international legal issues arising from the "large-scale" refugee problem with special reference to the international examples such as Albanian refugees in Kosovo, Kurds in Iraq. It also attempts to propose some suggestions for the analyzed issues.
