프랑스 공공임대주택의 사회적 변화에 관한 연구 = A Study on Changing Social Aspects of the Social Housing in France

국문 초록 (Abstract)

  이 연구는 프랑스의 공공임대주택변화 과정을 고찰하여 국내 국민임대주택건설 정책에 시사점을 주고자 시작되었다.<BR>  프랑스의 경우, 1950년대부터 본격적인 공공임대주택이 공급되었으며 사회적 혼합개념을 적용하여 다양한 계층이 입주할 수 있도록 계획하였다. 하지만 60년대 중반 이후 단지 내 입주자 계층 간의 갈등으로 인한 사회적 병리현상이 나타나기 시작했으며 70~80년대 리모델링정책 등 다양한 정책적 노력에도 부룩하고 이 같은 현상은 더욱 증폭되었다. 결국 90년 이후 기존 임대주택을 철거하고 기성시가지내 임대주택공급을 확대하기 위한 정책이 추진되고 있으나 큰 효과는 나타나고 있지 않다고 판단된다.<BR>  2003년부터 시작된 국민임대주택 100만호 건설 정책도 프랑스가 50~60년대 적용한 비슷한 방식의 사회적 혼합 개념을 적용하고 있다고 보이나 이제 시작한 국민임대주택의 사회환경이 어떤 양상을 보일지는 현 시점에서 판단하기 어렵다. 하지만, 사람은 공간적 거리가 근접할수록 사회적 거리를 두려한다는 사회학적 명제를 간과해서는 안 될 것이며 이는 프랑스의 실증적 사례를 통해서도 입증되고 있다. 따라서 한국의 국민임대주택 이 프랑스의 공공임대주택과 같은 전철을 밟지 않기 위해서는 현재 적용되고 있는 국민 임대주택 건설방식에 대한 재고가 필요하다고 사료된다.

다국어 초록 (Multilingual Abstract)

  This study aims to inform the french experiences for the construction and the improvement of social housing to korean actors in the system of public rental housing. The HLM, built massively since 1950 in France, was conceived by the principle of social mix. However, in the middle of the Sixties, the social problems were appeared in the social housing district. During the Seventies and Eighties, the french government has to make decrease the perverse effects in the social housing, but it was amplified. The government decides to demolish the social housing bloc and to offer the social housing by urban regeneration. Not to follow the french case, korean actors in the system of public rental housing must recall that the physical approach is not necessarily equivalent to social approach.
