미국 영리대학 운영실태 및 국내 진출 관련 쟁점 분석 = An Analysis on the Case of For-Profit Universities in USA and Its Implications

국문 초록 (Abstract)

본 논문은 최근 외국인의 정주여건 향상 등을 위해 도입이 논의되고 있는 외국 영리대학의 국내 진출 허용과 관련된 쟁점사항들을 검토하고, 이와 관련된 정책수립에 필요한 정책제언을 제공하는 것을 목적으로 하였다. 이를 위하여 오래전부터 영리대학제도가 운영되고 있는 미국에서 영리대학이 등장한 배경과 그 현황 및 특성에 대해 고찰하고, 국내 진출 시에 예상되는 문제를 분석하였다. 연구 결과, 영리대학제도는 고등교육체제의 재편과정이 시장주도형으로 이루어지는 미국에서 ‘고등교육의 상업화’라는 시대적 흐름에 따라 직업기술계 학원들이 고등교육기관으로 변모해오는 과정에서 만들어진 독특한 제도라는 것을 알 수 있었다. 미국 영리대학들은 대학취학인구(19-24세)를 주 대상으로 하는 전통적인 비영리 대학들과 달리, ‘성인학습자’들을 위한 고등수준의 직업교육을 제공함으로써 차별화된 역할을 수행하고 있었다. 전체적으로, 미국 사례는 영리대학제도가 정착하기 위해서는 일정한 사회적, 교육적 여건이 조성되어야 할뿐만 아니라, 이러한 여건을 형성하는 데에는 상당한 시간이 필요하다는 것을 보여주었다. 따라서 경제논리를 앞세운 외국영리대학 진출 허용은 비영리 학교법인만을 사립대학의 설립·경영주체로 인정해 온 우리 교육체제 전반에 미칠 영향을 고려하여 신중히 접근하는 것이 필요하다.

다국어 초록 (Multilingual Abstract)

This paper aims to review the issues of allowing foreign for-profit universities' launching in the country, and to provide policy recommendations. For this purpose, we examined the historical background, development, present conditions, and characteristics of US for-profit universities. Also, we analyzed anticipated problems when foreign for-profit university system gets introduced to Korea. The research found that US for-profit university system was created as a unique one in the gradual process of transition from vocational technical schools to higher education institutions. This was possible since the higher education system get reorganized in the capital market, following the trend of commercialization of higher education. Unlike the traditional non-profit university, which targets the college age of 19 through 24, for-profit university targets adult learners. That is, for-profit university is differentiated from traditional higher education institutions by offering higher-level vocational training for adults. Overall, the case analysis of US system implies that certain social and educational conditions should be given for the establishment of for-profit university system, and the formation of these conditions requires a considerable period of time. Therefore, we suggest that the legislation about the establishment of foreign for-profit university should be cautiously approached, considering its overall impact on the Korean education system, which traditionally recognized only non-profit organization as institution and ownership of higher education.
