탈북난민보호를 위한 유엔난민고등판무관(UNHCR)의 역할 = The Role of the United Nations High Commissioner for Refugees(UNHCR) for the Protection of North Korean Defectors and Refugees

This study aims to consider protection of North Korean defectors from refoulement, proper application of refugee agreement and protocol, and solution of defectors` problems. As a result of the study, the following suggestions for defectors` problems based on the role of UNHCR are presented: the first, they should protected in accordance with non-refoulement; the second, they should return home voluntarily; the third, they settle in a country(china) in which their first protection is recognized; the fourth, they find new life through resettlement in the third country; the fifth, they should be protected in term of humanitarianism; the sixth, they should be protected in term of prevention measures of defectors; finally the seventh, they should be protected based on its characteristic of special regional environment. In conclusion, it is suggested that it can be solved through active leadership of UNHCR as an opportunity for international society to deal with the defector issue in different aspects is presented.
