In economy of a country that serves as the heart is harbor. As Free Trade Agreement(FTA) is expanded, importance of the port business is growing exponentially. Due to Expansion of foreign trade, increased utilization of harbor space, the increasing role as a transportation hub, increasing demand for sea tourism, Port cargo and passenger in Korea is expected to grow steadily. Thus an increase in the importance of port business as harbor businesses require the maintenance of an efficient legal system, and among them port a stable supply of labor necessary to prepare for the scheme should be considered. Stable supply of port labour, as well as the external sovereign credit rating improved to increase the international competitiveness of Port business. Due to Port labor is supplied exclusively from the port unions, the adoption of these irregularities, such as exclusive supplier of labor abuses occurred. In recognition of the aforementioned issues, a special law for the commercialization of port labor has been enacted and put in force. However, with the abolishment of unions` exclusive labor supply and commercialization of labor supply at ports, labor disputes may occur more frequently. In particular, allow multi-union in July 2011 as the Port of conflict between workers on a stable supply of labor has become a threat. Therefore, it is necessary to prepare for the harbor strike in this unstable situation of the labor market. Because of Port strike, as well as people`s diet can have a major impact on the overall manufacturing industry. When selecting essential public services, that a specific business have publicity, social, and exclusivity, along with characteristics such as its impact on the national economy due to the strike should be comprehensively reviewed. When considering such a port business as much as a railroad business and air transport business as essential public services are equipped with practical requirements. Therefore, essential minimum services system should be introduced.
