The purpose of this article is to suggest a desirable direction for the development planning of developing countries. I hope that this will provide a reference for the 100 odd developing countries all over the world. My discussion focus on the economic planning which many developing countries are exercising. I am assuming the position that the development planning and the economic planning share the same goal.
My approach is as follows : I will use the so-called general method. But I will, first , show why a developing country took a certain economic path. As the basis of my process theory I will use planning theories coupled with the analysis of political, social and economic situations of developing countries. Next, I will analyze the results and problems of each economic planning and the recent trends seen in developing countries, including Korea. Finally I will suggest based on these a desirable direction.
The problems of the development planning which I derived through the above mentioned processes, are the following :
1. theoretic tendency toward efficiency, rationality and publicity.
2 . a tendency toward economic growth as the sole aim.
3 . too autocratic so that in determination processes cannot mediate the opinions of every part.
4. too much interrelated with the power of government in policy decision and not participated actively by the
5. not flexible in their budgets.
6 . do not settle the undesirable side-effects caused by the results of economic growth.
So the future development planning of the developing countries should :
1. secure ideological democracy, social justice, equity and representation.
2 . include social development among its aims.
3 . be democratic in planning and consider all the opinions when planning a decision. 4. have a decentralized policy method for decisions so that those concerned may participate.
5 . be flexible in budgetary concerns.
6. use a social plan which can settle the undesirable side effects of economic growth which have been seen in many developing countries.
In addition people should understand and recognize the reason for development planning and political leaders should do their best to help and understand.
