Facing the foreign currency crisis in 1997, the Korean government tried to reform the market as well as the governmental bureaucracy. Under the banner of 'Neo-liberalism', the Korean government has tried to establish a free, fair and democratic market economic system by removing arbitrary market intervention, authoritarian orders and unnecessary regulations. The Korean government also has tried to implement a comprehensive administrative reform, under the banner of 'the New Public Management'.
This study (i) redefines Neo-liberalism and the New Public Management; and (ii) evaluates Korean administrative reform. The main findings of this study are, (i) Korean administrative reform did not embrace the ideas of Neo-liberalism and the New Public Management; (ii) they were used just as a 'political rhetoric.
