This study aims to analyze the current state and limitations of local government ordinances related to meeting disclosure and to propose a model ordinance for improvement. To this end, meeting disclosure provisions contained in 206 committee operation ordinances collected from both basic and metropolitan local governments through the Local Legislation Information System were analyzed across three domains : ‘meeting disclosure’, ‘minutes disclosure’, and ‘disclosure of committee member lists’. The analysis revealed that the majority of ordinances merely declare the principle of meeting disclosure without providing regulations on public attendance or advance public notice for citizens, rendering disclosure largely formal in nature. Furthermore, 37% of basic local government ordinances contained no mention of minutes disclosure, while approximately 80% of all ordinances included no provisions regarding the disclosure of committee member lists. The widespread use of vague non-disclosure clauses that allow for arbitrary withholding of information, along with the absence of sanctions for violations of disclosure obligations, were identified as critical limitations of the current ordinances. Based on these findings, this study proposes a model ordinance designed around six principles: substantive realization of meeting disclosure, legal clarity in non-disclosure grounds, faithful recording and timely disclosure of minutes, proactive disclosure of committee member lists, sanctions for violations of disclosure obligations, and prevention of abuse of written deliberation procedures.
