무기체계 기술과 군사무기 규범화 프로세스 = The Technology of Weapon-System and Military Weapons Norm-Making Processes

국문 초록 (Abstract)

군사무기 규범화는 무기의 개발 및 사용을 금지하기 위한 일련의 과정이지만, 모든 프로세스가 동일한 궤적을 따르지 않는다. 각 과정은 참여자의 전략과 무기(체계)의 기술적 특징이 결합되며 서로 다른 제도적 형태를 양산한다. 본 연구는 무기 기술이 국가전략만큼 규범화 경로를 구조하는 핵심 요인임을 주장한다. 본 연구는 규범 프레임워크와 추동 행위자를 중심으로 핵무기, 인공지능 무기체계, 대인지뢰, 집속탄 규범화 프로세스를 각각 분석, 비교함으로써 무기체계의 기술 특징이 갖는 영향력을 함께 분석해야 할 필요성을 제기한다.

Military weapons norm-making processes comprise efforts to prohibit the development and use of weapons, yet it does not follow a single trajectory. Institutional outcomes vary as states’ strategies interact with the technological attributes of the weapon under regulation. While the existing literature emphasizes middle-power state strategy, this study argues that the technological characteristics of weapon systems structure normative pathways as decisively as state strategy itself. By analyzing and comparing the norm-making processes of nuclear weapons, AI-enabled weapons systems, anti-personnel landmines, and cluster munitions, focusing on their regulatory frameworks and driving agents, this study demonstrates the need to examine the influence of weapon systems’ technological features alongside state strategy.
