북핵 대응 3축체계의 진화와 발전 방향 = An Assessment for Evolution of ROK Conventional Counterforce Strategy

국문 초록 (Abstract)

한국의 3축체계 진화 과정을 분석하면, 독자적 군사력 증강, 남북한 무기 경쟁, 한미동맹에서 한국의 역할 변화라는 요인이 3축체계 변화에 개입한 것임을 알 수 있다. 그 결과, 3축체계는 정체성의 모호성, 위기 안정성에서의 위험, 억제 실패 이후 대비 부족이라는 문제점과 동시에 제한 핵전쟁에서의 피해 제한 능력, 비핵 헷징 능력, 미국 확장억제 견인 레버리지라는 잠재력을 지니게 되었다. 그러므로 식별된 잠재력을 활용하는 3축체계 발전 대안으로 미국 핵전력과의 작전적 결합 강화, 첨단 기술을 활용한 피해 제한 역량 확충, 한국 비핵 헷징 역량의 독립적 관리를 제시한다.

This study evaluates ROK conventional counterforce posture developed in response to North Korea’s advancing nuclear and missile capabilities. Rather than a single strategic design, this posture evolved through ROK indigenous force development, inter-Korean arms race, and changing burden sharing within the ROK-US alliance. Also this posture has generated both risks including conceptual ambiguity and crisis instability, and opportunities strengthening damage limitation posture and leverage over U.S. extended deterrence. The study argues for clarifying strategic objectives, strengthening conventional–nuclear integration with the U.S. and procuring non- nuclear strategic capabilities as way ahead for ROK conventional counterforce capability.
