무기체계 획득 효율성 제고를 위한 운영개념 중심의 전력소요 개발 패러다임 전환에 관한 연구 = A Study on the Paradigm Shift of Concept of Operations-Centered Requirements Development for Enhancing Weapon System Acquisition Efficiency

국문 초록 (Abstract)

본 연구는 무기체계 획득 효율성 제고를 위해 전력소요서 작성을 ‘전력의 필요성 및 작전운용성능’ 중심에서 ‘운영개념’ 중심으로 전환해야 함을 실증적으로 규명하였다. 전문가 29명을 대상으로 인식을 조사하여 중요도-활용도 분석 및 언어네트워크 분석을 실시한 결과, 운영개념은 중요도와 활용도는 높으나 작성수준이 미흡하여 핵심적으로 보완해야 할 요소로 나타났다. 이에 전력소요서 작성 패러다임을 운영개념 중심으로 전환하여 작전운용성능의 타당성, 설명 가능성 등을 확보할 필요가 있다.

This study empirically examined the need to shift the formulation paradigm of requirements document from a “necessity-based” to a “Concept of Operations (CONOPS)- centric” approach to enhance weapon system acquisition efficiency.
This study investigated the perceptions of 29 experts using Importance- Performance Analysis (IPA) and Semantic Network Analysis. The results found that the requirements document, despite its central role in the acquisition process, prioritizes the justification of necessity over operational clarity. IPA results identified CONOPS as the top priority improvement area, with high importance but low articulation quality. Semantic analysis further indicated that concretizing CONOPS is critical for reducing requirement ambiguity. The findings suggest that a CONOPS-centered paradigm can strengthen Required Operational Capability (ROC) validity and improve stakeholder communication.
